Description
Revised RFI Table 1 IAW RFI Amd 2 The purpose of this RFI Amendment 2 is to post Government response to the following preliminary question received : Question: RFI Table 1, page 10 The sentence prior to Table 1 in the RFI states "The certification requested here must be active and current at least 6 months from the date of this RFI for both the Prime and SubCTR." Can the government please provide clarification around this statement? Is it the government's intention that ALL companies on a team are required to have each of the referenced certifications, or can the team collectively possess these certifications (i.e., one team member brings CMMI Level 5 while other teammates possess the different ISO certifications? Additionally, there are only 7 companies listed on the SEI appraisal website that have CMMI SVC ML 5 worldwide. If the requirement is that each team member has all listed certifications, including CMMI Level 5, it would seem the government is intentionally or unintentionally greatly restricting competition. Would the government be willing to reconsider the certification requirements to facilitate competition and encourage proposals from other qualified and capable bidders? Answer: The Government has reviewed the vendor question and after some additional background research concur that CMMI-SVC v1.3 Level 5 is in rarified atmosphere with a limited pool of eligible vendors. Therefore, the Government reduces this requirement to CMMI-SVC V1.3, LVL 3 where it opines there are many eligible vendors. This requirement applies to both prime and subcontractor. Please see the revised RFI Table 1 attached to this amendment. All other requirements and certification specifications remain unchanged.
