- Description
- The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior's (DOI) Bureau of Indian Affairs (BIA), has a requirement for a fully contractor operated and maintained, turbine-powered, fixed wing aircraft for BIA Air Attack missions during wildland fire operations. The contractor shall provide exclusive use aircraft transportation services split between two designated bases at Show Low, AZ and Omak, WA. The contractor must possess a Federal Aviation Administration (FAA) Part 135 certificate which authorizes the contractor to operate an aircraft for compensation or hire. The aircraft must be a single or multiple turbine engine land airplane equipped for Air Attack operations as specified in the solicitation. The seasonal exclusive use period is for 130 guaranteed days. The aircraft will be based for approximately 93 days at Show Low, AZ; there will be a one day break in service to remobilize to Omak, WA; and there will be approximately 37 days based at Omak, WA. There is an estimated extension period to the seasonal exclusive use period of 30 days. The total possible contract period is one base year and four individual option years, with the possibility of up to a six month final extension. The anticipated issue date of the solicitation is January 26, 2017 with a projected closing date of February 22, 2018 at 3:00PM Mountain Time. This solicitation is 100 percent set-aside for participation by small business concerns under NAICS code 481211, Nonscheduled Chartered Passenger Air Transportation, which has a small business size standard of 1,500 employees or less. The Government will award a contract in accordance with the best-value trade-off method stated in the solicitation. The apparent successful offeror must be registered in System for Award Management (SAM) at SAM.gov in order to be awarded the contract.
