- Modified on 17 Jan 18 to change Mobile Runway Edge System to Mobile Runway Edge Sheave due to a typographical error. CAUTION: This Request for Information (RFI) is published for Market Research purposes only. This market survey is being conducted to indentify potential sources that may posess the expertise capabilities, and experience to meet the requirements for the Mobile Runway Edge Sheave (MRES). This RFI is issued for information and planning purposes only and does not constitute a solicitation. FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This RFI is issued for the purpose of market research. (End of Provision) Responses to the RFI will not be returned. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Not responding to the RFI does not preclude participation in any future RFP, if any issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This RFI supports a potential effort for the Mobile Runway Edge Sheave (MRES) and is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of these systems for use by the U.S. Air Force. If after reviewing the requirement, you desire to participate in the RFI, you should provide documentation that supports your company's capability in meeting these requirements. If you lack sufficient experience/capabilities in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). Both large and small businesses are encouraged to participate in this survey. However, this RFI will in part, assist the Air Force in determining set-aside potential. This RFI is anticipated to be a sole source effort to the Original Equipment Manufacturer (OEM). The anticipated OEM is identified as Engineered Arresting Systems Corp., CAGE 21439. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. Technical Order 35E8-2-3-1 covers NSN 1710-01-540-8959RN which provides a description of the MRES. The OEM owns the proprietary data rights. Technical order data is restricted from being released. Best Estimated Quantities (BEQs) for this acquisition are for up to 84 systems for fiscal years (FY) 18 - 22. Quantities are subject to change. A Contractor Capability Survey, included below, allows you to provide your company's capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. The MRES system consists of two identical MRES assemblies and hardware to anchor the MRES assemblies at the installation site. The MRES system provides a low profile runway edge sheave. This independent runway edge sheave allows the aircraft arresting gear to be set back from the run-way, removing the equipment from the edges of the runway or overrun. In addition, the runway edge sheave is designed with metal covers that turn the pro-file of the MRES into a low ramp, which allows aircraft to safely roll over the MRES if they stray from the surface of the runway or overrun. Overall, the MRES assemblies allow the runway or overrun to appear less cluttered, without diminishing the capabilities of the arresting gear system. Since the MRES assemblies are completely mobile, they can be used with Mobile Aircraft Arresting System (MAAS). The MAAS, in particular, benefit from the capability of a set-back installation. The MRES assemblies route the tapes from the aircraft arresting gear through their center-mounted sheave assemblies. The sheave assemblies orient the tapes properly and allow them to move smoothly without hang-up or tangling. In a typical installation one MRES assembly is positioned on each side of the runway, and one aircraft arresting gear is positioned at a safe distance away from each side of the runway. The tapes from each aircraft arresting gear are connected to an engaging system which crosses the runway.
