Description

Justification & Approval Letter Southwest Regional Maintenance Center (SWRMC) intends to solicit and award a Sole Source, Firm Fixed Price, contract to Zollern North America, L.P. (Zollern), 15825 State Hwy 249, Suite 27, Houston, TX 77086. This sole source contract is to furnish a Flanged Drive Gearbox ZHP 4-20, to be mounted on the Rescue Boat Davit installed onboard USS Somerset. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1) FAR 6.302-1(a) (2) - Only one responsible source and no other supplies or services will satisfy Agency requirements. The gearbox is a "direct replacement" for existing parts and must come from the original equipment manufacturer (OEM). Caley Ocean Systems Limited ("CALEY") is the OEM of the Rescue Boat Davit and has confirmed that only Zollern can replace the Flanged Drive Gearbox. This notice is NOT a request for proposals. The Government does not intend to issue a solicitation for proposals. A determination by the Government not to compete this requirement is based upon the authority within the attached Justification and Approval. No phone calls or emails will be accepted.
