CINCINNATI, OHIO FED-BIZ-OPPS-NOTICE 35C25018R0281 The U.S. Department of Veterans Affairs, Cincinnati VAMC Seeks Expressions of Interest for 334 Parking Spaces in Cincinnati, Ohio Notice: This advertisement is a notice of a potential opportunity. This advertisement is not a solicitation for offers, nor is it a request for proposals. The purpose of this advertisement is to identify potential sources and suitable locations, and is not intended to pre-qualify or disqualify any potential offers. The Government will not pay for any costs incurred because of this advertisement. The Government cannot provide any warranty, expressed or implied, as to the accuracy, reliability or completeness of contents of the furnished information found within this advertisement; Government is under no responsibility to respond to and is unable to answer any inquiries regarding this advertisement. Respondents are advised that the Government assumes no responsibility to award a lease based upon responses to this advertisement. Description: VA seeks to lease 334 parking spaces for VA patients and VA staff for an estimated time period of up to twenty years. A detailed description of the parking facility will be provided by VA, should a solicitation for offers or request for proposals be issued on this project. Lease Term: Up to 20 years Delineated Area: To receive consideration, submitted properties must be located within the following area described below, which is bound by the following roads, or must front any of the following boundary lines: North (From West to East): Hopple St, martin Luther King Dr. W., Woopler Ave. & Forest Ave. East (From North to South): Harvey Ave., Vernon Pl., Burnet Ave. South (From East to West): Oak St., Calhoun St., Straight St. West (From South to North): Clifton Ave., Spring Grove Ave., Clifton Ave. Additional Requirements: Access to parking spaces between the hours of 6:00 a.m. and 6:00 p.m. Monday through Friday excluding Federal Holidays for VA patients and employees, who are approved by the Medical Center. Snow plowing and de-icing shall be performed so that snow/ice will not interfere with entering/parking/egress/ of people and vehicles. If a parking lot is offered, then lessor shall make monthly inspections of lot condition and repair as needed. If a parking lot is offered, the parking area shall be paved and striped and must be well lighted and maintained in good clean condition. Standard commercial parking garages with standard size parking spaces and self-parking capability are acceptable. The garages shall be suitable for motor vehicle parking and shall provide some means of exhaust fume ventilation. The lighting in the parking garages shall be at least 10 foot candles, 50 foot candles in the entrance and exit areas. (These are standards set by the Illumination Engineering Society). Also, the garages shall be reasonably sanitary and free of rodents. Additional consideration will be given to parking facilities providing these additional services: All parking spaces should be provided in a monitored facility or lot to prevent security issues. This shall include at a minimum, security fence and access control gates. An attendant will need to man the parking area during regular staff hours from 6:00 a.m. until 6:00 p.m. A report should be submitted monthly, containing the following information recorded during one week during the month: 1) the number of vehicles parked at the lot (after morning rush hour period) for each day that week. Dates of each sampling shall be included in the data provided. Utilization reports are to be submitted to Contracting Officer (90C) Cincinnati VA Contracting Office, 260 east University Avenue, Cincinnati, OH 45219. The contractor shall be responsible for the total administration of the parking garages and /or parking spaces. All proposals for this contract shall include a map clearly indicating the location of the parking area. All submissions should include the following information: Name of current owner; Address and photographs of offered space; Location on map, demonstrating the property lies within the Delineated Area; FEMA map evidencing floodplain status; If you are qualified as a Veteran Owned Small Business (VOSB), or Service Disabled Veteran Owned Small Business (SDVOSB) under NAICS Code 531190 Lessors of Nonresidential Property/Buildings with a small business size standard of $38.5 million, please provide proof of Vetbiz registration and ownership. A document indicating the type of zoning and that the VA s intended use is permissible for the proposed space; All interested parties must respond to this announcement no later than January 26, 2018 by 1:00 p.m. EST.
