- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk Office, using the procedures set forth in FAR Part 13, intends to negotiate on a sole source basis with Rapp Marine, located at 2260 W Commodore Way, Seattle, WA, 98199, for an Indefinite-Delivery Indefinite-Quantity (IDIQ) firm-fixed price contract for inspection and maintenance services for highly specialized mission handling systems onboard the NOAA Ships Oscar Dyson, Henry B. Bigelow, Bell M. Shimada, and Reuben Lasker. All mission handling system components on these vessels were originally built by Rapp Marine. This includes all mechanical, electrical, hydraulic, calibration, programmable logic, drives, balancing systems, level wind, blocks, etc. Efforts to ensure the system is calibrated and functional for field season can only be accomplished by the OEM. The winch mission system is a highly specialized integrated system. This integrated system has winches, sensors, computers, gears, blocks, algorithms, displays, controls that function as a system. These systems deploy and retrieve packages, sense loads, rate of deployment, depths, provide interactive displays, and react to changing loads to prevent damage. No other vendor has an understanding of how the various components and functions of this OEM system interact. Rapp Marine is the OEM of this system mission handling equipment. They are the only firm that is capable of calibrating, updating, repairing, and inspecting the system performance. Use of an alternate contractor would compromise proper function of the mission handling systems and could result in system failure leading to OMAO mission failure. In order to maintain and maximize the useful life of these systems NOAA is looking for the OEM to inspect and maintain the vessels' mission handling systems. This is to include proper function of all mechanical, electrical, hydraulic, calibration, programmable logic, drives, balancing systems, level wind, blocks, and any components that support function of these systems. NOAA intends to award an IDIQ contract with a base ordering year and four subsequent one year ordering periods. The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and Repairing, with a business size standard of 1,250 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on January 22, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
