Description

JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase. BRAND NAME JUSTIFICATION 1. PURCHASE REQUEST OR REQUISITION NUMBER: 650-18-1-741-0092 1A. PROJECT/TASK NUMBER N/A 1B. ESTIMATED AMOUNT: $29,330.58 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: The request is for the ChemiDoc Imaging System, manufactured by Bio-Rad; to be used for imaging and analyzing gels and western blots. It is designed to address multiplex fluorescent western blotting, chemiluminescence detection, general gel documentation applications, and stain-free technology imaging needs. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: The Chemidoc, manufactured by Bio-Rad, provides superior sensitivity for luminescence imaging. The machine is capable of capturing UV images of DNA/RNA gels. Currently, it is the only machine on the market that can image gels without the use of stains that will render the gel useless. This technique allows researchers to confirm presence and/or complete transfer from gel to membrane without affecting the integrity of either medium as opposed when using protein stains. The machine is also the only one on the market that allows for both chemiluminescence and near infrared imaging, making the machine robust and an all in one machine, benefiting the government with cost savings. The Bio-Rad Chemidoc will replace systems and a developer in the research lab which are not up to current lab safety standards. 4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: Bio-Rad is the manufacturer of the ChemiDoc and will provide guidance, service and training as needed for the scientific group to be able to advance the research and can provide upgrades to the Imaging System in the future as the research needs change. The Bio-Rad Chemidoc will provide researchers state of the art equipment in measuring chemiluminescence as well as unparalleled software in acquiescing and analyzing data. It will replace an outdated primitive machine and provide far superior sensitivity as well as a robust and more efficient method measuring chemiluminescence. 5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: Market research was not conducted, as the manufacturer of the full feature instrument needed for consistent research results specific to the type of imaging needs is Bio-Rad. 6. REQUIREMENTS CERTIFICATION: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
