- The U.S. Army Corps of Engineers, New England District will be issuing a Request for Proposal for a Single Award Task Order Contract (SATOC), Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract for Remediation Services at the Joint Base Cape Cod Site, Bourne, Massachusetts. The total acquisition value of the contract awarded under this solicitation is not to exceed $22,500,000 and will have a five year ordering period. This will be a 8(a) competitive Set-Aside, Best Value Trade-off award. The NAICS code for the work is 562910. The major efforts under this SATOC include Environmental Contracting Services, predominantly for O&M and LTM. The contract awarded will include firm-fixed price task orders for consulting services for environmental related issues to the site O&M. These services may include, but are not limited to: • Operation and maintenance of groundwater treatment plants at the following seven (7) Operable Units: Demolition Area 1; J1 Range South; J1 Range North; J2 Range East; J2 Range North; J3 Range and; Central Impact Area and optimization of these systems. • Environmental monitoring (long-term groundwater monitoring, as well as other environmental media) • Aquifer hydraulic monitoring • Laboratory analysis, validation and data management • Groundwater monitoring (which may include monitoring well installation and sampling, and associated chemical analyses) and optimization of groundwater monitoring networks and procedures • Reporting (e.g., periodic data reports; five-year reviews) • Well pad maintenance and road repair • Miscellaneous maintenance and O&M support • Groundwater flow and transport models All work will be performed in accordance with all applicable Federal, State, and local laws and regulations in order to successfully complete all performance objectives of the Performance Work Statement (PWS) in a manner that is consistent with any applicable orders and permits and relevant Department of Defense (DOD) and Army policies, and EPA green and sustainability principles. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about February 2018. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
