- Sources Sought DRAFT PWS Sources Sought -- Doctor of Science in Physician Assistant Studies with a Major in Emergency Medicine (DScPAS - EM) Affiliation Services Subject: Non-personal services on behalf of The U.S. Army Medical Department Center and School (AMEDDC&S), Health Readiness Contracting Office (HRCO) SOL#:W81K04-18-T-EMAF THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION ONLY. This is not a Solicitation, (i.e. Request for Proposal, Request for Quote, or Invitation for Bid), or an indication that the Health Readiness Contracting Office (HRCO) will contract for the services contained in this notice. This notice is part of a government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Responses to this notice are strictly voluntary and the government will not pay respondents for information provided in response to this notice. Responses will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website, http://www.fbo.gov, at a later date and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This Sources Sought Notice does not restrict the Government's acquisition approach on a future solicitation. RESPONSES: Respondents to this notice should describe their interest and ability to perform the requirement summarized within this notice by providing a capability statement and any concerns, comments or recommendations you may have with the attached draft Performance Work Statement (PWS) citing the specific PWS paragraph numbers for reference. Responses are to contain (1) University Name, (2) Address, (3) Point(s) of Contact, Phone Number, email, (4) CAGE Code and (5) capability statement specific to the requirements of the DRAFT PWS. Responses should be formatted as either MSWord (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted. DESCRIPTION OF REQUIREMENT: Degree of Doctor of Science in Physician Assistant Studies with a Major in Emergency Medicine degree to students who successfully complete the DScPAS-EM Residency. This requirement is in support of the US Army Military Graduate Program. The Army Medical Specialist Corps and Graduate School, AMEDDC&S HRCoE, represented by the Army Physician Assistant Graduate Education Manager (GEM), with assistance from the Emergency Medicine Physician Assistant Residencies Program Manager, will oversee the postgraduate Emergency Medicine Physician Assistant (EMPA) education program. Graduates of the EMPA Residency Program will be trained to provide quality emergency care for patients with a wide variety of illnesses and injuries in the emergency department and on the field of battle. To meet this need, the Health Readiness Contracting Office (HRCO) intends to award an Indefinite Delivery, Indefinite Quantity contract for the services of qualified personnel competent in the management of technical, educational, and administrative aspects of hosting an off-site doctoral program. The total length of the degree program is 18 months and is composed of four semesters with didactics, clinical and research curricula in each semester. It is anticipated the services in support of conferring degrees will be required starting June 1, 2018. The university shall be fully accredited by one of the six regional accrediting associations recognized by the U.S. Department of Education (Middle States Association of Colleges and Schools, New England Association of Schools and Colleges, The Higher Learning Commission - North Association of Colleges and Schools, Northwest Commission on Colleges and Universities, Southern Association of Colleges and Schools and Accrediting Commission for Senior Colleges and Universities - Western Association of Schools and Colleges or the Council for Higher Education Accreditation. They must be authorized to confer a Bachelor of Science and Master of Science Physician Assistant Studies degrees. The contractor shall maintain as part of its university system a PA program that is accredited by the Accreditation Review Commission on Education for the Physician Assistant (ARC-PA), and has at a minimum been re-accredited at least once and has maintained continuous accreditation. The university must maintain membership with the Physician Assistant Education Association (PAEA) throughout the period of performance under the contract. The contractor shall also demonstrate that the programs have been approved by the appropriate institution's governing body, which is an independent policy-making body, capable of reflecting constituent and public interest within governance activities and decisions. The contractor shall be classified as a Doctoral University with Highest Research Activity (R1) or as a Doctoral University with Higher Research Activity (R2) by the Carnegie Classification of Institutions of Higher Education. The contractor shall demonstrate that it has the legal authority and necessary support structure to confer a doctoral degree.
