- The Naval Surface Warfare Center Panama City Division (NSWC PCD) in support of the Naval Sea Systems Command Expeditionary Missions Program Office (PMS 408) is seeking information on a biodegradable/biocompatible material which can occlude any type of marine propulsor. A biocompatible solution when contacted or ingested would block or impede flow in a wide range of marine/maritime environments. The effect should be to reversibly slow and/or stop small, medium, and large vessels while causing no permanent damage to the targeted propulsor. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Interested parties are requested to respond to this RFI with a white paper. The submission shall be limited to 10 pages in length. White papers shall be submitted as pdf compatible format. The format shall be 12 pt. font, Times New Roman, and 1 inch margins. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned). Do not submit classified information in response to this RFI. The responses shall include, but not be limited to: a) Cover sheet: Company name, company location, technical point of contact, mailing address, phone number, and e-mail. b) A one-page summary of the offeror's experience with material solutions for occlusion with dissolvable/biodegradable materials and with maritime vessel stopping technologies. c) A detailed description of the offeror's proposed material solution, including: biocompatibility of the material, proposed material characteristics in a marine/maritime environment, requirements for proposed material maintenance, and general limitations of the material. d) A summary of tests conducted to date and associated results. e) Cost and schedule assessments leading to possible demonstration in one year from RFI response submissions. The response may include, but is not required to include: a) A detailed description of a deployment methodology for a biocompatible material solution in a marine/maritime environment. Complete responses are requested within 30 days of announcement Please submit all responses electronically. Do not submit classified information. Vendors should submit their responses to the Safe Access File Exchange (SAFE) application via https://safe.amrdec.army.mil/SAFE/. Accordingly, vendors should mark proprietary information as appropriate. Proprietary information will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act"), as implemented in the FAR. Please submit RFI questions to the Dr. Ryan Kincer (matthew.kincer@navy.mil) with a courtesy copy to Mr. Tim O'Reilly timothy.oreilly@navy.mil and Contract Specialist tommy.bushman1@navy.mil no later than ten days from the announcement. NSWC PCD will post all questions and answers to the Federal Business Opportunities website (https://www.fbo.gov/). Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information 4.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can deliver the information provided above. The information provided in the RFI is subject to change and is not binding on the USG. The USG has not made a commitment to procure any of the items discussed and the release of this RFI should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become USG property and will not be returned. If you choose to submit proprietary information, please mark it accordingly. Classified information will NOT be accepted. The Government will review the submitted responses and may schedule further discussions with submitting parties, who will be individually contacted.
