- SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SUPPLY INTRODUCTION The Illinois National Guard is issuing a sources sought synopsis as a means of conducting market research to identify potential sources of Bulk Fuel with Delivery to the Field Maintenance Shops (FMS) listed below throughout the year. The following Illinois locations require Bulk Fuel Delivery: FMS 4 located in Decatur FMS 5 located in Mattoon FMS 7 located in Kewanee FMS 8 located in Sparta FMS 10 located in Paris FMS 11 located in Rock Falls FMS 12 located in Joliet FMS 13 located in Machesney park FMS 15 located in E. St. Louis FMS 17 located in Urbana FMS 18 located in Marion FMS 19 located in Milan FMS 20 located in Quincy FMS 21 located in Macomb The purpose of this Sources Sought posting is to identify other commercial sources capable of providing the Bulk Fuel with Delivery. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES Qualification. The interested businesses must be registered in sam.gov and have a CAGE code. Proof of qualifications should be addressed in the response. ELIGIBILITY The applicable NAICS code for this requirement is 324110 with a Small Business Size Standard of 1,500 employees. The Product Service Code (PSC) is 9130. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package demonstrating ability to provide the Bulk Fuel with Delivery listed in this description. Please list all FMS locations you have the ability of servicing. Your response to this Sources Sought, including cage code and any capabilities statement, shall be electronically submitted to the Contract Specialist, SPC Felicia Stanfill and CPT John Christel in either Microsoft Word or Portable Document Format (PDF), via email at felicia.m.stanfill.mil@mail.mil and john.a.christel.mil@mail.mil no later than 5:00 p.m. CDT on 23 February 2018 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
