- The purpose of this policy is to standardize the qualification process across all Transportation Security Technologies by ensuring that TSA is purchasing mature, effective, and suitable systems prior to making a significant investment. The policy standardizes industry engagement, stimulating early engagement with industry on system requirements, analysis, and testing. Establishing early involvement with industry will facilitate a more mature system to meet TSA needs and support a more expedient acquisition process. Each PMO will tailor this qualification process to the specific needs of the program. This document will consider external data sources for use in a system evaluation to reduce testing performed by the T&E Division and help validate and/or add more confidence to test results. This data may reduce the level of testing performed during Qualification Testing (QT) at the TSIF by allowing QT to serve as a validating function, rather than a primary test source. Use of External Data in System Evaluation will also provide an assessment of vendor information during the qualification process to determine eligibility for data acceptance. The decision to accept a data source to compliment or possibly reduce the T&E Division’s level of testing is separate from the PMO’s decision on whether to accept a vendor into the TSA acquisition process. The System Evaluator’s review of vendor-provided test plans and data occurs during the review of the QVP and QDP. The Transportation Security Administration (TSA) will be hosting an Industry Day to review the TSA's Qualification Process and T&E Options (i.e. 3rd party testing, OEM testing, Modeling and Simulation, International Data Sharing, etc.) and the path forward on Thursday, 22 February 2018 at the TSA Systems Integration Facility (TSIF). Please find the event details listed below: 1. Event: TSA Qualification Process and T&E Options Industry Day 2. Date: Thursday, 22 February 2018 3. Time: 12:30pm - 4:30pm 4. Location: TSIF - Briefing Room 202, 1 West Post Office Road, Arlington, VA 22202 5. Deadline to Reply and Register: 16 February 2016 The TSA invites interested Transportation Security Equipment (TSE) manufacturers, TSA employees, and other Test Organizations to attend this Industry Day. Due to building logistics and space, the TSA will only be able to accommodate a limited number of people from each organization. Advance registration is mandatory. Current TSA Contractor (Yes/No) The purpose of this amendment to RFI HSTS04-14-OSC-3rd_Party_Testing_Model is to communicate information regarding the planned TSA Industry Day on 22 February 2018 to discuss the recent updates to TSA's Qualification Program, supporting T&E Options, and to solicit questions and capability statements from Industry. The use of testing from other data sources is to gain efficiencies and cost savings in the acquisition Test and Evaluation (T&E) process as outlined in the Department of Homeland Security (DHS) Acquisition Directive (AD) 102, DHS Management Directive (MD) 26-06 and T&E Policies. Failures during Qualification Testing (QT) and Operational Testing (OT) have resulted in an iterative cycle of test, fix, and re-test that extends acquisition timelines and drives up the cost of T&E. TSA believes this updated Qualification Process and the use of other T&E data sources is a key element in streamlining the acquisition process by ensuring system maturity before entering formal T&E. The efficiencies gained can accelerate implementation schedules, reduce procurement delays, and reduce time-to-deploy. Overall, TSA expects to decrease development and testing costs, and will allow TSA to better allocate constrained resources.
