- Department of Veterans Affairs (VA), Veterans Affairs medical Center (VAMC)-Ann Arbor Healthcare System, is soliciting and intends to award a firm fixed price contract for Blood Gas Analyzer Machines on a Cost Per Test (CPT) basis in support of the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105. NAICS Code 325413, size standard 1250 Employees. The Government intends, in accordance with FAR 13.106-1(b)(2) (only one responsible source), to negotiate on a sole source basis with Radiometer of America, 810 Sharon Drive, Suite1, Westlake, OH 44145, for this procurement due to the side by side testing requirements when transitioning, a competitive follow on procurement is anticipated. The Contractor shall provide: two (2) automated blood gas analyzers, Uninterruptable Power Supply (UPS), and all parts, materials, labor, installation, test equipment, technical manuals, Material Data Safety Sheets (MSDS), consumables, supplies, quality control, calibrators, standard material, operator training and transportation necessary to perform preventative maintenance, installation and integration for on-going service and support and preventative maintenance services. The electrodes must have a five-year warranty. The patient volume is 400 tests per month on each analyzer. The two (2) blood gas analyzer systems will be placed in room E331 at the VAAAHS for the period of Date of Award through 2 years after the date of contract award in strict accordance with the statement of work, all schedules, and terms and conditions of the resultant contract. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT 3:30 EST on 1/26/2018.
