Description
This is a SOURCES SOUGHT notice. This is not a request for proposals, bids, or price quotations. This is for research and planning purposes only. If any solicitation for the referenced services were to be issued in the future, it would be under a separate announcement. The U.S. Army Corps of Engineers Detroit District is seeking to identify interested businesses that have the ability to provide recurring services related to the inspection, maintenance, and repair of crane equipment at multiple locations within the western Great Lakes basin. The Detroit District manages such equipment within a geographic area that includes the State of Michigan, northern and eastern Wisconsin, and eastern Minnesota. It is intended that the Corps of Engineers will enter into one or more blanket purchase agreements with companies that are able to provide these services, and that orders will be placed against such agreement(s) for a period of four years. **** DESCRIPTION OF SERVICES The contracted company should be able to mobilize and respond to orders inside the Corps of Engineers Detroit District management area within 48 hours. The applicable NAICS Code is 811310 - Commercial and industrial machinery and equipment (except automotive and electronic) repair and maintenance. Service technicians must be mechanics who are certified to work on the Government's equipment. The following existing equipment is routinely serviced in the Corps of Engineers Detroit District: Three (3) Manitowoc 3900 cranes One (1) Liebherr HS 885 One (1) Amclyde 24 Multiple hydraulic boom cranes manufactured by Broderson and Grove, with lift capacity from four (4) to fifteen (15) tons. The Government will provide a qualified crane operator and at least one laborer for each inspection as necessary. WORK ORDERS MAY INCLUDE OR BE SIMILAR TO THE FOLLOWING: Provide annual crane inspections and minor maintenance service/adjustments for Corps of Engineers' cranes. Minor maintenance service and adjustments include brake/clutch adjustments, check and correction of air/hydraulic pressures, tightening of hook rollers, boom hoist adjustments, and similar annual adjustments. Work must be performed in accordance with the crane manufacture's service manuals, manufacturer-specific training classes, and/or as noted in service bulletins. Supply parts, if necessary, by the original equipment manufacturer (O.E.M.) or parts that are equal in all respects. In association with an inspection, provide a written Crane Inspection Report, with the reports submitted to the Government's Point of Contact. Each Crane Inspection Report includes: 1. A comprehensive list of all inspection points, identified with an Item Number, and a rating of "Satisfactory", "Unsatisfactory", or "Not Applicable" for each point. 2. A listing of all adjustments or minor service performed on the crane. 3. A list all equipment deficiencies, recommendations for additional repair/service 4. If replacement parts or major maintenance are necessary, a comprehensive list of parts, maintenance, and repair procedures. **** SECURITY REQUIREMENTS All personnel working for the Contractor at a restricted federal facility must conform and comply with all applicable U.S. Army Corps of Engineers security policies and procedures. Background checks may be required for personnel working at a secure facility, as at the Soo Locks complex in Sault Ste. Marie, Michigan. **** HOW TO RESPOND This program is not currently set aside for any particular class of small or large business, and all interested, qualified companies are encouraged to respond to this notice. Interested contractors should respond in writing by submitting the information by email. Provide the following in document format or using the attached Sources Sought Information Form with attachments as appropriate: 1. Company Information - Company Name, Address, CAGE Code (if available), Unique Entity Identifier (formerly called DUNS number, if available), Contact Name and Telephone Number, and Email Address. 2. Past Experience - Provide a brief description of the company's experience providing crane inspection, repair, and maintenance services as described above. 3. Current Capability - Provide a descriptive statement of the company's capability to provide crane services as described above. Identify office and shop locations from which technical personnel would mobilize to Corps of Engineers locations in Michigan, eastern Minnesota, and Wisconsin. Indicate if the company currently employs certified technicians, or if the company would hire or contract technicians for the services described above. 4. Identify any key subcontractors on whom the company would rely to fulfill the requirements of a crane service order. 5. Identify the approximate percentage of the work that would be self-performed and subcontracted. Please note that respondents will not necessarily be contacted directly regarding their submission or information gathered as a result of this Sources Sought notice. Any solicitation or contract action that develops in association with this project will be published at a later date by a separate announcement.
