Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source fixed price contract with Astoria-Pacific, Inc., 15130 SE 82ND Dr, Clackamas, OR, for the purpose of procuring specialized laboratory instruments. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The FBI Laboratory Federal DNA Database Unit (FDDU) currently uses BSD punch instruments to process the buccal samples that comply with the expanded loci in the CODIS database. The BSD punch instrument is only one of the two validated punch instruments available to the FDDU at this time, and it is critical in order to process the samples intended for upload to CODIS. The FDDU has a need for an additional instrument to meet the current output requirements and has identified the BSD 600PLUS as the new instruments that most closely relates to the unit's current model, the BSD600 Duet. The BSD 600PLUS has valuable re-designed features, and since its predecessor BSD 600Duet was already validated, the BSD 600PLUS can be integrated into the current robotic system set up without additional review and/or evaluation. Based on market research, it has been determined that Astoria Pacific is the only approved seller of the BSD 600Plus, therefore it is the only company capable of fulfilling this requirement. The FDDU will also procure the new BSD 600 PLUS preventive maintenance to ensure instruments' downtime is kept to a minimum level. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, 26 January 2018, by e-mail to the attention of Eliana York, Contracting Officer, at eliana.york@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
