Description
This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act. The Contractor shall provide all personnel, personalized supporting equipment and supplies, facilities, transportation, tools, materials, lead instruction, and other items to be able to support and deliver training by augmenting the US Army Corps of Engineers US&R Program as defined in this Performance Work Statement. The Contractor shall perform to the standards in this contract. USACE will provide key equipment and training materials. 5.1Basic Services: The Contractor shall provide training and technical services for the HQ USACE US&R Program's "Structures Specialist" training program. 5.2Instructors for the US&R Extreme Cold Weather Exercise (ECWE) 5.2.1 Lead Exercise Coordinator and Field Instructor with Monitoring Equipment: Instructor #1 will provide technical services to USACE for purposes of planning, equipment testing, and additional instruction during exercise of US&R Structures Specialist equipment in an extreme cold environment. This instructor will also be the Lead Field Instructor with Building Monitoring with Total Station Surveying Equipment expertise. This will require preparatory time to update and prepare course briefings, preparation at the training site location, and In-Person instruction. See Technical Exhibit 3 for Estimated Workload included at the end of this PWS. 5.2.2Lead "Train-the-Trainer" and US&R Operations Coordinator: Instructor #2 will be the Lead "Train-the-Trainer" Coordinator and the backup Lead Instructor. This instructor will also provide technical services to USACE for purposes of planning, equipment testing, additional instruction towards the testing of US&R gear, equipment and US&R operational procedures during an extreme cold weather incident. This will require preparatory time to prepare course briefings (prior to travel), preparation at the training site location, and In-Person instructional support. See Technical Exhibit 3 for Estimated Workload included at the end of this PWS. 5.3 Deliverables. Technical engineering support for an Extreme Cold Weather Exercise. Work involves planning and developing strategies for operating and testing equipment from the new USACE US&R "Pre-Positioned Equipment Cache" in an extreme cold weather environment. This environment is described as 10º F or below. The Contractor will work in support of a small USACE lead team that includes USACE StS and Contractors that will work to develop extreme cold weather deployability, operational capability, and survivability in an US&R response scenario. The USACE US&R PM will delegate to the team what equipment to test at the Point of Assembly (PoA) in one of the aforementioned selected locations. The final location of the ECWE testing venue will be determined at the PoA by the team on or before 31 Dec 2017. The final location is based on cost effectiveness and available temperature. Day 1 will be a travel day. The field portion will last approximately 2 ten hour periods (day 2 and day 3). Day 4 will be a final testing day and a report writing day. An After Action Report (AAR) will be prepared by the team. Day 5 will be a travel day.
