This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. SMALL BUSINESS SIZE STANDARD: (a) NAICS: 238220 (b) NR OF EMPLOYEES:$15 Million THIS IS A 100% SMALL BUSINESS SET-ASIDE NOTE: A site visit will be conducted on 26 Jan 2018 at 1:00 P.M. Confirmation of attendance is required to be confirmed to Jacqueline.Kitrell@us.a.mil. All attendees are required to meet at the Robins AFB GA Visitor Center and all attendees will be escorted to Bldg. 54. All questions from the site visit are required to be submitted to Jacqueline.Kittrell@us.af.mil no later than 4:00 P.M. (E.S.T.), 31 Jan 2018 Price(s) should be FOB Destination (Robins AFB GA 31098). In addition to price and delivery, quote should include your cage code, DUNS number, and taxpayer ID number. Quotations should be emailed to Jacqueline.Kittrell@us.af.mil no later than 05 Feb 2018, 4:00 P.M Eastern Standard Time (EST). The anticipated award date is 19 Feb 2018. Please do not request award status prior to this date. This solicitation is for to test, adjust, and balance the HVAC system at building 54 to achieve a uniform velocity across the hanger of building 54. The HVAC system is an industrial ventilation system with different modes depending on what operation is being performed on the aircraft. Adjustment can be made to the system via variable frequency drives on the fans as well as adjustable louvers for the supply air of the system IAW attached PWS dated 04 Dec 2017, Contract Data Requirments Lists (CDRLs A001- Test Requirements Document, A002-Contractor's Standard Operating Procedures and A003- Accident/Incident Report ), Mechanical Drawing for bldg. 54, and Appendix "C" attached herein. Performance Requirements: The contractor will test, adjust, and balance the HVAC system at Robins Air Force Base, building 54. Contractor shall test, adjust, and balance the HVAC system to achieve a uniform flow across the hanger of 100-125 feet per minute velocity with 10% variance. Test to be conducted without an aircraft in the hanger. 1) The HVAC system consists of 4 Makeup Air Units and 8 Exhaust Fans, Ref. Building Layout Drawing. 2) All HVAC supply air is provided with adjustable louvers, these will need to be adjusted accordingly to provide a uniform flow across the hanger of building 54. 3) All HVAC supply air and exhaust air fans are adjustable with variable frequency drives, VFDs. 4) Hanger shall maintain negative pressure after ventilation system adjustment. 5) Contractor shall provide documentation with detailed test data after test, adjustment, and balance is complete for paint mode. 6) Contractor shall be responsible for all manlifts and scaffolding required for testing and balancing the system. 7) Contractor shall be responsible for removal from the base all debris generated during project. 8) Contractor shall have previous experience with balancing aircraft hanger ventilation systems. Period of Performance (POP): All required work shall be completed 6 months after award IAW the Performance Work Statement (PWS), CDRLs (A001-A003)and Appendix "C" attached herein. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
