- 18SNB32_spec note_att N00164-18-S-NB32 - SOURCES SOUGHT ANNOUNCEMENT - FLOATING SHOCK TEST PLATFORM - FSC W036 - NAICS 541380 Issue Date: 23 JAN 2018 - Closing Date: 06 FEB 2018 - Time 3:00 PM EDT Naval Surface Warfare Center, Crane Division, Crane, IN is conducting market research to identify any potential companies that have the capacity and/or capability to lease a floating shock test platform (FSP) with cover and ancillary lifting equipment, delivery, and incidental services for operations at Naval Surface Warfare Center, Crane Division (NSWC Crane). The Statement of Work (SOW), Specification, and drawing are attached to this Sources Sought for reference. The Government is contemplating issuing this requirement as a sole-source to Hi-Test Laboratories in Arvonia, VA in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, so it is imperative to provide a response by the closing date with the information requested below. The basis for restricting competition is that the time to develop a technical data package makes it impractical to procure from a contractor other than Hi-Test Laboratories. The NAICS for this buy is 541380, Testing Laboratories, with a size standard in millions of dollars of $15.0M. At the current time, THERE IS FUNDING AVAILABLE for contractual efforts. This sources sought announcement is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to current and near-term abilities. Response to this sources sought announcement is strictly voluntary and will not affect any potential offeror's ability to submit an offer is a solicitation is released. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described above. Companies with the capabilities and facilities that would enable them to meet the Government's requirements may respond. Responses shall address how the respondent proposes to develop the aforementioned products without utilizing Hi-Test Industries. However, a determination by the Government not to compete this proposed contract action based upon responses to this solicitation is solely within the discretion of the Government. This is not an item development announcement. Any duplication of costs for item development including hardware, Government testing, qualification and validation will be at the contractor's expense. All interested parties may submit company and product literature and/or other pertinent information elaborating on its capabilities to lease a floating shock test platform with cover and ancillary lifting equipment. Responses should include availability, budgetary cost estimate, lead time of the solution, and an explanation as to why the Government should not procure this effort on a sole source basis as stated above. Responses shall be: 1.Identified by the sources sought announcement number (N00164-18-S-NB32); and include: a.Company name, b.mailing address, c.e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives, d.telephone and fax numbers, e.website address (if available), f.DUNS number, g.cage code and or tax ID number h.Business size category (large, small, small disadvantaged, etc.) 2.In electronic format (Adobe pdf or Microsoft Word) or hard copy format 3. Submitted to email as indicated below. All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. Responses to this notice will not be returned. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the points of contact listed in this notice. This notice is not a Request for Proposals. Reponses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice. Respondents are wholly responsible for any costs or expenses associated with submitting a response. No reimbursement will be made for any costs associated with providing information in response to this notice or any further requests for information relating to a response. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy. Contractors must be properly registered in the Government System for Award Management database (SAM). Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov.
