Description
The U.S. Nuclear Regulatory Commission (NRC) proposes to enter into a non-competitive Cost-Reimbursement type contract with the Pennsylvania State University (PSU) for the project entitled, "Data Acquisition System (DAS) upgrade for the Rod Bundle Heat Transfer (RBHT) Test Facility". The proposed period of performance for this contract is eight (8) month. The statutory authority permitting Other Than Full and Open Competition is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1 (b)(1), which provides for limiting competition in those situations where the services are available from only one responsible source and no other type of services will satisfy NRC's requirements. The designated North American Industry Classification System (NAICS) Code NAICS Code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a size standard of 1000 employees. The purpose of this proposed requisition is to update the Data Acquisition System at the RBHT facility. Specifically, this new DAS equipment will improve the data collecting capability such as the number of channels and scanning rate at the RBHT facility. This DAS will be more up to date with the current industry standards and allow room for future expansion of the facility. The scope of work is to: (1) Scope and obtain quote for an updated Data Acquisition System since currently installed unit is over 16 years old and performance has gradually deteriorated and spare parts became difficult to obtain; (2) Procure a new DAS suitable for high temperature, high pressure tests typically performed at the RBHT test facility; (3) Install the new DAS system, integrate with existing instrumentation sensors at the RBHT facility and program the data channels in the new DAS system; (4) Conduct shake down tests with the integrated DAS and RBHT facility to verify the system meet the expected functional/performance requirements. To accomplish the above stated objectives for this project, the contractor must have: (1) detailed knowledge of the equipment and instrumentation at the RBHT test facility, (2) demonstrated experience and operational expertise in multi-phase instrumentation and measurement skills developed at the RBHT test facility. This is not a request for competitive proposals. The Government intends to solicit and negotiate directly with PSU. Request for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services. Detailed capabilities must be submitted to Mr. Rob Robinson, Contract Specialist via e-mail at richard.robinsonii@nrc.gov no later than 1600 EST, February 15, 2018 (i.e. 15 calendar days from the date this announcement was posted). Capability statements must contain material in sufficient detail to allow the government to determine if the party can perform the work. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. If no responsive statements are received by February 15, 2018, an award will be made to PSU.
