- Intent to Sole Source Follow-on Contract to SERDP Project ER-2540, entitled "Actively Shaken in Situ Passive Sampler Platform for Methylmercury and Organics" to the University of Maryland Baltimore County (UMBC). The United States Army Corps of Engineers (USACE) intends to award a sole source cost type contract to the UMBC for a follow-on effort to their limited scope SEED contract, W912HQ-14-P-0111. The purpose of this research is to further investiage passive sampling of methylmercury and other organics. No competition is being sought. UMBC is the only responsible source will satisfy agency requirements as this is a follow-on contract for the continued provision of a highly specialized research and development project. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competiton. The period of performance is three years. This is a special notice prepared in accordance with the format in Federal Acquisition Regulaion (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is soley within the discretion of the Government.
