- ARCHITECT-ENGINEERING (A/E) SERVICES: The Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA is seeking qualified A/E firms to furnish professional services for two (2) projects. The VAMC intends to award two (2) separate projects. Respond to each project on a separate SF 330. Project # 1 Correct Infrastructure, Patient Safety and FCA Deficiencies. The A/E firm shall design a project to address and correct F and D Research and VA Medical Center critical FCA deficiencies. Project will correct mechanical, electrical and architectural deficiencies related to life safety, roofing, fixed equipment, refrigeration equipment, air handling units, heating systems and emergency electrical equipment. The project location will be in numerous areas through Building 1A Clinical, Research, Admin, Canteen. Functions included in this project address and correct critical FCA deficiencies found in existing infrastructure. Renovation is not planned for and will be subject to the accessibility of the system being corrected. Project # 2 Replace Campus Fire Alarm System. The A/E firm shall design a project to correct the campus fire alarm system utilizing smart technologies. The primary building has an existing area of 967,739 square feet, inclusive of Ambulatory Care and Clinical additions. The project location will be Building 1C Ambulatory Care. Functions included in this project address the corrections of FCA Fire Alarm deficiencies found in the existing infrastructure. Renovation will be subject to the accessibility of the systems being corrected, however none is expected. The project will not add any additional parking (surface or structure). The need to address facility conditions within the VA Medical Center is critical and has a major impact on the ability to provide proper care and safety to Veterans served by the VA Medical Center and ensure the fire alarm system is ready and fully operational. The awarded A/E firm will prepare drawings and specifications in sufficient detail that qualified outside general contracting companies can prepare accurate and timely proposals for the desired work. The awarded A/E firm is responsible for ensuring hat the specifications and drawings supplied fully represent all of the work described in the Request for Proposal. The Medical Center must remain operational throughout the construction period and a detailed sequence of work will be provided by the A/E firm to minimize impact of the construction. The NAICS code for this project is 541310. The SF 330 can be downloaded through the GSA Forms Library at http://www.gsa.gov/portal/forms/type/TOP type in SF 330 in the Find a Form block and click on search. THIS ANNOUNCEMENT IS NOT A REQUEST FOR POPOSAL; NO SOLICITAION PACKAGE WILL BE ISSUED UNTIL AFTER A COMPLETE EVALUATION IS COMPLETED. Each project is 100% set aside for a service-disabled veteran-owned small business (SDVOSB) concern and the award of a firm fixed price for each project is anticipated. The NACIX code for these project s is 541310 and the applicable small business size standard is not more than $4.5 million in annual gross revenues averaged over the past three years. Interested parties shall insure current state licensing, shall have current registration in the Central Contractor Registration (CCR) database at http://ccr.gov., verified as a SDVOSB in VetBiz information pages (VIP) at http://vip.vetbiz.gov and reporting to VETS 4212 program at https://ww.dol.gov/vets/vets4212.htm#howtofile. SDVOSB verification is mandatory to be considered for award. Due to the requirement for site visits and coordination on design reviews, A/E firms will be required to attend meetings in person on site at the Atlanta VA Medical Center, Decatur, GA. Due to this requirement, the area for consideration for this acquisition is restricted to A/E firms with an operating office located within a 200 mile radius of the Atlanta VAMC, Decatur, GA. Interested firms shall submit four (4) copies of their SF 330 with appropriate documentation and the same on 2 CDs to the Atlanta VA Medical Center, Engineering Department, ATTN: Christopher Richard, 1676 Clairmont Road, Decatur, GA 30033. Offerors shall submit proposals (1 copy & 1 CD) to the Department of Veterans Affairs, VISN 7 Network Contracting Office, LaVista Business Park Building A, ATTN: Phillip M. Braswell, Contract Specialist, 2008 Weems Road, Tucker, GA 30084. FIRMS SHALL SUBMIT PROPOSALS NOT LATER THAN 3:30 PM EST, THURSDAY, FEBRUARY 22, 2018. In addition to the submission of the SF 330, firms are required to provide the following supplemental information as part of a total submission package which includes four (4) hard copies and two (2) CDs containing the SF 330 and the following documents. 1. Professional qualifications necessary for satisfactory performance of required services and working together as a team (in-house and/or consultants). 2. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials. Please include Government and private experience. 3. Capacity to accomplish work in the require time. 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. 5. Location in general geographical area of the project and knowledge of the locality of the project. 6. Reputation and standing of the firm and its principal officials with respect to professional performance, general management and cooperativeness. 7. Record of significant claims against the firm because of improper or incomplete architectural and engineering services. 8. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. The selected A/E firm should have previous experience in the design of renovation within Medical Facilities. The A/E firm must provide documentation of at least two (2) designs of renovations within Medical Facilities with references, names and phone numbers with their SF 330. Firms will be evaluated by an A/E evaluation board, scored and ranked according to score. The three (3) most qualified firms will be invited to interview with the evaluation/selection board and will be numerically scored. The firm with th highest score will be selected and asked to negotiate a fair and reasonable price. This is not a request for proposal and not materials will be issued and no solicitation package or bidder/plan holder list will be issued.
