- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). The Request For Quotation (RFQ) number is N66604-18-Q-0788. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a purchase order to The Mathworks Inc. 3 Apple Hill Dr., Natick, MA 01760-2098 on a sole source basis in accordance with FAR 13.106-1(b) for CLINs 0001, 0002, and 0003 listed below. See attached Sole Source Justification. All responsible sources may submit a capability statement, complete product information, and pricing which will be considered by the Government. The contractor shall conduct the courses in three (3) increments of seven (7) consecutive days between the date of award and 29 June 2018, if all options are exercised. The contractor shall provide an off-site location within ten miles of NUWCDIVNPT equipped to facilitate the training and provide all computer equipment and software necessary to teach the MATLAB courses. This requirement includes two (2) options for the same MATLAB training outlined above, option #1 to be conducted over a seven (7) day period and between 1 April 2018 and 11 May 2018 and option #2 to be conducted over a seven (7) day period between 12 May 2018 and 29 June 2018. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has a Firm Fixed Price requirement for the following sole source, no substitution items: CLIN 0001 Instructor led off-site training including: MATLAB Fundamentals Training Course (3 days), MATLAB Fundamentals Programming Techniques Training Course (2 days); and Signal Processing with MATLAB Training Course (2 days). CLIN 0002 Option 1, Instructor led off-site training including: MATLAB Fundamentals Training Course (3 days), MATLAB Fundamentals Programming Techniques Training Course (2 days); and Signal Processing with MATLAB Training Course (2 days). CLIN 0003 Option 2, Instructor led off-site training including: MATLAB Fundamentals Training Course (3 days), MATLAB Fundamentals Programming Techniques Training Course (2 days); and Signal Processing with MATLAB Training Course (2 days). MATLAB is proprietary to MathWorks, Inc., which is the sole provider of the required training. This procurement is unrestricted as concurred with by the NUWCDIVNPT Office of Small Business Program (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 611430; the Small Business Size Standard is $11M. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. The provision at FAR 52.209-11, Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction, 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. The following addenda or additional terms and conditions apply. Defense Priorities and Allocations Systems (DPAS) rating is DO-C9. F.O.B. Destination is Newport, RI 02841 and Period of Performance is as follows: CLIN 0001 POP is from date of award to 31 March 2018. CLIN 0002 Option # 1 if executed is from 1 April 2018 to 11 May 2018. CLIN 0003 Option # 2 if executed is from 12 May 2018 to 29 June 2018. Payment will be made via Government Purchase Card. A quote received after the closing date and time specified will be ineligible for award. The quote may be submitted through FBO and must be received on or before Tuesday, 23 January 2018, 2:00PM EST. Offers received after the closing date/time are considered to be late and will not be considered for award.
