Description
NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Greeneridge Sciences, Inc., Santa Barbara, California, using the procedures in FAR Part 13, to purchase three battery operated short-term miniature hydrophone recorders. The National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC) is responsible for the assessment of the status of marine mammal stocks under the Marine Mammal Protection Act (MMPA). The Gulf of Mexico Bryde's whale is currently managed under the MMPA and is being considered for listing as endangered. In order to better understand their habitat requirements, SEFSC will be conducting several research cruises during the next three years. As part of this project, SEFSC plans to temporarily attach small acoustic recording units to the Gulf of Mexico Bryde's whales to examine their diving, acoustic, and feeding behaviors. SEFSC intends to purchase three miniature underwater acoustic recorders that are appropriate for attachment to large whales. SEFSC requires a battery-operated short-term miniature hydrophone recorder which can record the underwater sound for 2 days to 10 days at a depth up to 2500 m. The recorder must be designed to be able to be attached via suction cup to a large whale and provide a mechanism for floatation and broadcast of position via satellite transponder after release to allow recovery of the unit and collected data. SEFSC is interested in the sound frequency range between 10 Hz to 20 kHz. Required sampling rate is higher than 50 kHz. It is in the best interests of the federal government to award this contract as a sole source to Greeneridge Sciences, Inc. because there are no other acoustic recorders capable of recoding the sound at depth up to 3000 m of water pressure, small, and light enough to be deployed via suction cup attachment on a large whale. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541330 with a business size standard of $38.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 1:00 pm EST, January 30, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required supplies. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to kelly.parr@noaa.gov by 1:00 pm EST, January 30, 2018.
