Description

The Naval Air Systems Command intends to issue a Firm Fixed Price (FFP) modification to Delivery Order 4018 under Basic Ordering Agreement N00019-14-G-0019 on other than full and open competitive basis to Lockheed Martin, Owego, NY. This effort is for the generation of a Class 1 Engineering Change Proposal (ECP) for the nonrecurring and recurring efforts associated with the Audio Management Computer (AMC) Lite. The Contractor shall update and deliver the engineering drawings and documents required to install the Part Number 303A975-101 AMC into the MH-60 Royal Australian Navy (RAN), and Danish Defense Acquisition and Logistics Organization (DALO) aircraft. This requirement will be procured in accordance with FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy the agency's requirements." No solicitation document exists. Lockheed Martin is the only known source with the engineering and technical data required to perform this effort. Note: This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement through a capability statement, which includes your approach to accomplish this effort in a seamless inclusion into the H-60R/S program schedule. This notice of intent is not a request for competitive proposals. However, any capability statements received by 7 February 2018 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
