- STATEMENT OF OBJECTIVES (SOO) for ITB 213 - Munitions Area Fiber Optic Cable STATEMENT OF OBJECTIVES (SOO) for ITB 213/ITB 191 Fiber Optic Cable Upgrade STATEMENT OF OBJECTIVES (SOO) for Flight Line Diversity Fiber Optic Cable STATEMENT OF OBJECTIVES (SOO) for Base wide Backbone and ITB 356 1. Homestead ARB (HARB) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement to provide a new duct bank infrastructure and single mode fiber optic cable (FOC) to support a backbone and ITB 356 fiber optic upgrade at Homestead ARB, Florida. The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOO. The Contractor shall comply with the current TIA telecommunication installation and testing commercial standard and base installation standards. All equipment, supplies, and materials provided shall be new and not refurbished Place of Performance : Homestead ARB, Florida Period of Performance: The period of performance for this contract shall be six (6) months from the date of award Draft SOOs will be added to this RFI due to interest and numerous questions. The SOOs are DRAFT ONLY and will change. A decision will be made at a later date to integrate the SOOs into one or have 4 separate contracts. The purpose of the SOOs is to provide as much information as possible to determine market capability for the type of service required in the draft SOOs. You may present technical questions as it relates to the SOOs to the Contract Specialist, who will then submit the questions to the customer technical contacts. Please respond to questions 1-8 below and provide business credentials in a-c. Be aware that the solicitation number may change in the future. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Federal Business Opportunities (FedBizOpps.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. FAR Clause 52.215-3 is incorporated in this RFI. The Homestead ARB is seeking the following information: 1. Potential Respondents shall describe how they will be satisfying the technical objectives as identified in the SOO. The approach shall provide sufficient detail to clearly demonstrate the Offeror's understanding and ability to accomplish the task. Specific detail shall be provided to demonstrate the following criteria is satisfied. 2. Potential respondents shall describe their ability to create design - drawings or as- built drawings, Butterfly Drawings and Geospatial Deliverables. How many years' experience do you have in design or as built? What certifications or business license do you have to do this? 3. Potential Respondents shall describe both their existing relationships with the following entities and the extent to which such relationships would enable Respondents to successfully perform each of the services below: a. Outside Plant Installation & Inside Plant Installation b. Excavations. c. Experience working with U.S Department of Defense (DOD) d. Fiber Optic installation, Splices & Tests e. Duct bank/Inner duct Infrastructure Installation f. Ability to document infrastructure visibility. 4. What key personnel with certification do you have within your organizational structure that can perform to the scope of work in the RFI? (The ability to show your organizational chart may be required once solicited) 5. Do you have a Staffing Plan to support all locations identified in this RFI? The ability to show your Staffing Plan may be required once this requirement is solicited. 6. List similar projects worked on over the past 7 years and service provided to those projects. 7. How many years do you have in this business? (Relevant business) 8. Statement of capability and qualifications of the organization to perform the requirement.
