- Background Fermi National Accelerator Laboratory is America's particle physics and accelerator laboratory. Fermilab's 1,800 employees and more than 2,600 scientific users drive discovery in particle physics by building and operating world-leading accelerator and detector facilities, performing pioneering research with national and global partners, and developing new technologies for science that support U.S. industrial competitiveness. The laboratory has four core capabilities that support the U.S. Department of Energy Office of Science (DOE-SC) Scientific Discovery and Innovation mission: particle physics; large-scale user facilities and advanced instrumentation; accelerator science and technology; and advanced computer science, visualization, and data. A world-leading science laboratory needs world-class facilities and infrastructure to support its program. The IERC will transform the laboratory's core capability in particle physics by providing modernized laboratory and technical spaces and infrastructure within a collaborative environment. The IERC provides the interdisciplinary environment necessary to support major initiatives by co-locating engineering and technical staff immediately adjacent to Wilson Hall, the laboratory's main administrative building. Description of Services The IERC is envisioned as a new building with laboratories equipped to deliver on major initiatives in particle physics as defined by criteria established by the DOE Office of Science (DOE-SC). The purpose of the IERC project is to construct a building that provides laboratory space for facilities needed for particle physics detector R&D and detector construction for DOE projects. The laboratory space is central to the design of the building. The building includes office and technical space for engineers and technicians engaged in detector R&D and detector construction activities. Collaborative user space integrates engineering and technical work on detector R&D with particle physics research by providing space that facilitates collaboration among scientists, engineers, and technicians. A laboratory strategic objective is to revitalize workplace productivity by providing space that will enable interdisciplinary collaboration among laboratory employees and the scientific user community. The A/E will furnish the personnel, facilities, equipment, materials, and supplies necessary to perform Preliminary Design, Final Design, and construction support services required for the implementation of the IERC project at Fermilab. The nature and purposes of the IERC and related facilities are described in the attached Statement of Work (SOW). The A/E's services shall include all normal and customary professional services required of a qualified, professionally licensed A/E and its consultants in connection with the design, procurement, and construction phases of the project. The A/E shall furnish or provide the architectural and engineering services necessary to design the project in accordance with Fermilab's requirements as outlined in the SOW. This RFP is for professional services for preliminary and final design of the IERC and support during construction broken down into the following five (5) parts: • Base: Preliminary design professional services • Option 1: Site Preparation final design professional services • Option 2: Building Construction final design professional services • Option 3: Site Preparation construction support professional services • Option 4: Building Construction support professional services Additional information and requirements are addressed in the SOW. Deliverables Deliverables are addressed in the IERC A/E SOW. Schedule and Funding The IERC project is a DOE line item project, and must adhere to DOE Order 413.3B. The two main control gates, or Critical Decisions (CD), that will affect these support services are CD-2 and CD-3. CD-2 is approval of a project performance baseline; the IERC project will be using an Earned Value Management System (EVMS) to manage the project. CD-3 is approval to start construction. The IERC project currently has project engineering and design funding, and construction is expected to begin in the summer of 2019. The IERC will be funded from DOE. Each option will be individually funded at the time of the option start date, and is dependent on the project funding profile and DOE funding availability. Milestone payments will be paid upon the completion of the deliverables in the IERC A/E SOW. Schedule Below are preliminary IERC schedule dates.
