- I.INTRODUCTION A.About the Bureau of Overseas Buildings Operations The Bureau of Overseas Buildings Operations (OBO) directs the worldwide overseas building program for the Department of State and the U.S. Government community serving abroad under the authority of the chiefs of mission. In concert with other State Department bureaus, foreign affairs agencies, and Congress, OBO sets worldwide priorities for the design, construction, acquisition, maintenance, use, and sale of real properties and the use of sales proceeds. OBO's mission is to provide safe, secure and functional facilities that represent the U.S. government to the host nation and support our staff in the achievement of U.S. foreign policy objectives. As the single real property manager for the U.S. Government's diplomatic facilities abroad, OBO's portfolio spans 275 diplomatic posts in every region of the world. To achieve the multifaceted mission described above, OBO and its global customers depend on receiving the right data, services, and products at the right time. To succeed in this mission, OBO must be an integrated enterprise. B.About the OBO Ideal Operational State Program OBO established the Ideal Operational State (IOS) program to improve information management, data accuracy, and business processes throughout the Bureau's real property portfolio. The overarching goal of IOS is to ensure that data-accessible from Washington, D.C. or anywhere around the world-is ready, reliable, and relevant at any point in the OBO real property lifecycle. Access to this data will enable OBO and the Department of State to improve on existing data-driven decision processes. A major component of the IOS program is the implementation of an integrated enterprise system of record that will provide unified, accurate, and easily accessible data on all OBO projects. The rollout of this system will affect thousands of users at OBO and at posts worldwide. OBO will ensure the functionality and interoperability of this system through the implementation requirements below: •Maximize integration •Minimize customization •Maximize speed to implementation •Support defined business processes •Maximize data availability Considering the size of OBO's real property portfolio, along with the number, variety, and location of customers that rely on OBO services, the IOS program represents a substantial operational and organizational shift in OBO's current business practices. As such, the IOS implementation period may last 10 years or more, with sustainment and iterative improvement of the program continuing in perpetuity. C.Need for Training Services OBO is requesting information on training services because a wide range of State Department stakeholders-both at OBO and at diplomatic posts worldwide-will require training to prepare for implementation of the Ideal Operational State program. The training services required for IOS stakeholders will not be limited to conventional instruction on how to use new information systems. Instead, this training will need to be more holistic in its approach, so as to show stakeholders not only how to use new systems, but also why the new processes in those systems are important. Thus, the IOS training services will need to address topics that include, but are not limited to, new business processes, system functionalities, and data ownership policies that will occur as a result of IOS. II.SCOPE OF OBJECTIVES This section outlines a scope of objectives based on OBO subject matter experts' existing knowledge of training services and how OBO stakeholders envision training as part of the IOS impelmentation. OBO welcomes feedback on the below process. 1.0Needs Assessment and Training Plan Development 1.1Assess training needs of stakeholder communities that will be affected by implementation of the IOS program. 1.1.1Stakeholder communities include, but are not limited to, staff at 275 overseas diplomatic posts (e.g. facility managers, general services officers, management officers, locally employed staff) and staff at OBO headquarters in Arlington, Virginia (e.g. leasing analysts, financial management analysts, contruction analysts, etc). Stakeholder communities also include individuals for whom English is not their first language and who will therefore require multilingual training delivery in no more than 10 widely-spoken languages. 1.2Develop a training plan for IOS based on the assessment of OBO training needs, which shall include the below recommendations: 1.2.1Recommend methods for training of populations who are distributed in locations across the world and who will require training delivery in multiple languages. 1.2.2Recommend methods for training delivery, which may include include any combination of in-person, remote, or blended training. 1.2.3Recommend methods for acquiring training materials, which may include, but not be limited to, procuring existing commercial training or creating custom training. 1.2.4Recommend training methods that will train stakeholders on new functionality in the IOS enterprise system, which will include the following subsystems: •Integrated workplace management system (IBM TRIRIGA) oTraining in worldwide locations and Arlington, VA •Content management system (OpenText) oTraining in worldwide locations and Arlington, VA •Budget management system (product TBD) oTrainings only in Arlington, VA •Business intelligence and analytics system (product TBD) o Training in worldwide locations and Arlington, VA 1.2.5Recommend training methods that will train stakeholders on new business processes, while also explaining the rationale for implementing new business processes. 2.0Training Delivery 2.1Procure or provide existing, modified and/or contractor-developed training tutorials, courseware curricula and Programs of Instruction (POI) for IOS related topics. 2.1.1Ensure that all training materials align with industry best practices and meet industry standards. 2.2Provide training services and advisory assistance on IOS-related topics at locations in the United States and at diplomatic posts around the world. 2.2.1Provide qualified instructors, Subject Matter Experts (SMEs) and advisors to instruct and/or advise in IOS-related subjects. 2.2.2Develop and provide training material to varying class sizes utilizing an array of training formats, media and methods. 2.2.3Procure ancillary supplies, equipment, event space (except in the case of available government space), and access to technology platforms in support of training. 2.3Evaluate and report the results for individual and/or collective training and instruction. III.PREREQUISITES At this time, there is no requirement for a facility security clearance or cleared staff under the National Industrial Security Program (NISP). However, if a respondent participates in the NISP and has facility and personnel clearances, that information should be provided in the response. IV.QUESTIONS 1.Does your company have experience in providing training services to the State Department or another large multinational organization? If so, how many trainees completed the training services? Who was the training audience? 2.What experience does your company have in providing training services to organizations that are implementing the following software products: a.Integrated workplace management system (IBM TRIRIGA) b.Content management system (OpenText) c.Budget management system (product TBD) d.Business intelligence and analytics system (product TBD) 3.As mentioned in section ‘I.C. Need for Training Services', the IOS program will also require training that is more holistic than conventional instruction on how to use information systems. Does your company have experience providing training that instructs users on both the functionality of information systems and the business processes governing those systems? If so, please describe this experience. 4.Based on the above description (in Sections I and II) of the IOS program, what would be the level of effort required to create/procure training materials and provide training services for the the IOS program? What labor categories would you propose for the IOS training program? And how many hours would be required of each labor category need to meet the training program objectives in Section II? 5.What is your recommendation for the composition of training delivery methods? For instance, would you recommend fifty percent of the training completed in person, and fifty percent completed remotely? What is the ratiole behind your recommendation here? V.INSTRUCTIONS Responses The responses should be in the following format/order: 1.Responses must be limited to 10 letter-size pages or less, in Microsoft Word or Portable Document format (PDF), using Times New Roman 12-point font. Include your company Data Universal Numbering System (DUNS) number, CAGE code (if applicable), company point of contact (POC) and your firm's relevant and appropriate NAICS code(s). 2.Respondents must indicate whether their firm is a small or large business. If small, indicate the classification. 3.Respondents must indicate whether they offer the required services on ANY Federal Supply Schedules. If so, please list the schedule numbers. 4.Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid OBO, please segregate and clearly mark proprietary information. Please be advised that all submissions become the property of the Government and will not be returned. Formatting The responses should be in the following format/order: 1.General Business Information: Provide general information about your business, to include the information contained in the ‘Responses' section (immediately above), as well as any National Industrial Security Program clearance information. 2.Requirements: Address the requirements contained in Section I (Introduction) and Section II (Scope of Objectives); weight and detail paragraphs and bullets, as appropriate. 3.Experience: Provide experience, capabilities, contracts, and customer information, as appropriate. 4.Questions: Respond to questions in Section IV. 5.Points of Contact: List one or more points of contact for your company. 6.Summary: Provide brief concluding remarks, as appropriate.
