Sources sought 9145 This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential businesses to provide (see description of services and qualification requirements below.) The applicable NAICS Code is 541380, with a small business size standard of $15 M. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this sources sought notice is not a request to be added to a prospective source list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement. All businesses currently providing this service are encouraged to reply, as responses will be used by the Government to make determinations about for the appropriate set-aside. No solicitation is currently available at this time. After review of the responses to this sources sought announcement, a synopsis and/or solicitation announcement may be published at a later time. The duration of the services is anticipated to be required for Two 2 (2) years. If your firm currently has candidates or is providing this type service, please respond to this Sources Sought notice no later than 3:00pm on Friday, February 1, 2018. Responses must include: (1) Business Name, GSA contract number (if applicable), or other contract number (2) DUNS (3) Point of Contact Name, Phone Number, and E-mail Address (4) Business Size SMALL or LARGE (5) Type of Business SERVICE DISABLED VETERAN OWNED, VETERAN OWNED, 8A, HUBZone, WOMEN-OWNED etc. (6) Description of your firm s capability in providing these types of services (Include relevant past performance/ contract number and point of contact for services provided) VIP Registration - Veterans First Contracting Program and the VA Rule of Two (Kingdomware v. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA's Vendor Information Pages (VIP) database at www.vip.vetbiz.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. Possible Requirements Scope of Work: Contractor shall provide laboratory services to include specimen packaging and transport of specimens to its laboratories; pre-analytic processing as defined in its Laboratory Testing Manual; performing test for prostate cancer cases. Prostate biopsy tissue for prostate cancer diagnostic test. Contractor shall provide laboratory shipping materials to Fed-Ex specimens to its laboratory; preanalytic processing as defined in its laboratory user s manual; analysis, reporting of analytic results, and consultation regarding selection, collection, shipping and result interpretation. Test is used to detect methylation in genes associated with prostate cancer. The test is used for men with an abnormal digital rectal exam (DRE) and/or elevated PSA and normal histology to identify men who have underlying occult cancer for re-biopsy and those patients who may avoid un-necessary repeat biopsies. Assay Method: methylation-Specific Polymerase chain reaction (MS-PCR or MSP) Real time. This test requested from contractor laboratory is to detect methylation in genes associated with prostate cancer. The test is used for men with an abnormal digital rectal exam or elevated PSA and normal histology identifying men who have underlying occult cancer for re-biopsy and those patents who may avoid unnecessary repeat biopsies. VA pathologists evaluate the tissue and determine the best type of testing and amount of tissue available to processing. The total monthly cost depends on number of specimens received within the pathology laboratory which is average 1-3 cases a month. Routine test results shall be faxed and reported within 10 to 15 days of specimen testing. Licensing and Accreditation: Contractor shall have all licenses, permits, accreditation and certificates required by law. Contractor shall be accredited by the College of American Pathologists (CAP). Contractor shall be accredited by Centers for Prevention and Disease Control (CDC) under CLIA if contractor is engaged in interstate commerce. Laboratory Director shall be a licensed American Board of Pathology certified pathologist or appropriately certified bio-analyst. 3. PROCEDURE GUIDANCE The Contractor shall not introduce new medical procedures and services for specimens provided by VA without prior recommendation to, and approval of, the COR, or authorized laboratory representative. The Contractor shall ensure that all procedures performed are of current acceptable standard deviation with at least (minimum) daily controls conducted to determine procedure accuracy (per all applicable regulatory agency [RA] guidelines). The standard deviation and daily control records are to be available for review upon request by the Contracting Officer or contracting officer s representative. The Contractor shall perform repeat tests at no charge to the government if the results do not, in the government requesting physician's opinion; fit the clinical picture of the patient. When requesting these tests, the government requesting physician or representative will explain the conditions of the patient or any discrepancies observed. Repeat tests shall be the same test originally ordered. The Contractor shall notify the VA COR or designee of instances in which, in the professional judgment of the Contractor, the patient requires services or tests, which were not originally requested. Tests referred to another laboratory shall be at no additional transfer charge or confirmation charge to the government. Contractor shall fill out and maintain for specimens the VA provided test request form necessary to meet clinical and administrative requirements of VA at no additional expense to the government. The Contractor shall contact the VA COR to coordinate the furnishing and delivery of specimen collection and shipping materials to Fed-Ex tissue blocks and slides. 4. CONTRACTOR PERSONNEL. The Contractor shall make sure employees have current and valid professional certifications before starting work under this contract. Technologist, medical technicians, and cytotechnologist shall meet personnel qualifications required by Clinical Laboratory Improvement Act (CLIA) '88 Guidelines. Pathologists must have graduated from an approved school of medicine or osteopathy and completed a residency or fellowship in pathology acceptable to the United States Surgeons General must possess a valid license to practice clinical reference laboratory services from a United States (U.S.) jurisdiction; and shall have provided pathology services a minimum of 24 months within the past 36 months and pathology consultation services a minimum of 36 months within the past 48 months.
