Page 1 of 2 Sources Sought Announcement This is a, SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. SDVOSB, VOSB, and (i) must provide a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below in italics. Response must address capability to meet National Association for Information Destruction (NAID) certification requirements. SDVOSB respondents must address how they will meet the limitation on subcontracting requirement found at VAAR 852.219-10 if awarded this procurement that requires at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns. VOSB respondents must address how they will meet the limitation on subcontracting requirement found at VAAR 852.219-11 if awarded this procurement that requires at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other eligible veteran-owned small business concerns. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for SDVOSB or VOSB if there are no SDVOSBs. However, if response by SDVOSB or VOSB proves inadequate, an alternate set-aside or full and open competition may be determined. No subcontracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 561990 ($11.0M). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Description of need: The Phoenix VA Pharmacy has a need to find a vendor to perform Prescription Vial and Bulk Plastics recycling/destruction services. This service supports the Phoenix VA Health Care System by providing prescription vial and bulk plastic recycling services for the Pharmacy Department. Handling of plastics: The vendor service must ensure that all patient sensitive prescription vials are tightly secured during pick up, transport and delivery to recycling site. Prescription vials need to be picked up, transported and delivered to recycling locations in locked bulk containers only accessible by authorized service representatives. Pickup and delivery confirmation: Vendor must provide confirmation documentation with each pick up to Pharmacy management personnel that details date and name of vendor personnel performing the service. Pickups of prescription vials must occur at least once a month. Pickups of non-patient sensitive bulk plastics must occur at least once a week. The pickup, transport and delivery of non-patient sensitive bulk plastics can occur in open unlocked containers. Security Requirements: There is sensitive patient information to protect in recycling of patient sensitive amber prescription vials. Vendor must be OSHA, HIPAA and EPA compliant and must transport Pharmacy amber prescription vials with patient sensitive labels in locked containers from pick up to delivery at recycling location. Locked containers can only be accessed by authorized vendor personnel at recycling location. All other non-patient sensitive bulk plastics can be transported in open containers and must be recycled following EPA rules and regulations. Vendor MUST be NAID AAA Certified.
