- Wage Determination 15-4309 (Rev. -5) SOW for Pest and Rodent Control Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred as a result of this request for proposal. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. The solicitation number is 8309R5201002 this solicitation is issued as a request for quote (RFQ). This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 561710 – Exterminating and Pest Control Services, with a corresponding small business standard of $11.0 million. Only offers from small businesses will be considered for this solicitation. A site visit of where the work will be performed is highly recommended. Site visits may be arranged with Mr. Alberto Hinojosa, 956-848-5211. Site visit shall be arranged by January 31, 2018. Offer due date/Local time: February 9, 2018; 2:00 pm MST. Only questions submitted by email to Sylvia.Grindstaff@ibwc.gov will be considered. Questions received from Offerors after 10:00 am on February 2,2018 will not be responded to. Description: The International Boundary and Water Commission, United States Section (IBWC) requires Rodent Control and Pest Control Service for IBWC Falcon Dam Power Plant. The IBWC is seeking price quotes for: 8 months Base period plus 4 (12 month) option years. Please quote unit price and total price for Contract Line Item Numbers: CLIN 001 and CLIN 005. CLIN Structure: CLIN Description Qty Unit Unit Price Total Price 001 Base Period Provide Rodent and Pest Control Services for controlling mice/rat infestation for the IBWC Falcon Dam Power Plant. Located at 1 Reservoir Road (FM 2098), Falcon Heights, TX 78545 as specified in the attached Statement of Work (SOW). Service period February 2018 through September 30, 2018. 8 MO 002 Option Year One Provide Rodent and Pest Control Services for controlling mice/rat infestation for the IBWC Falcon Dam Power Plant. Located at 1 Reservoir Road (FM 2098), Falcon Heights, TX 78545 as specified in the attached Statement of Work (SOW). Service period October 1, 2018 through September 30, 2019. 12 MO 003 Option Year Two Provide Rodent and Pest Control Services for controlling mice/rat infestation for the IBWC Falcon Dam Power Plant. Located at 1 Reservoir Road (FM 2098), Falcon Heights, TX 78545 as specified in the attached Statement of Work (SOW). Service period October 1, 2019 through September 30, 2020. 12 MO 004 Option Year Three. Provide Rodent and Pest Control Services for controlling mice/rat infestation for the IBWC Falcon Dam Power Plant. Located at 1 Reservoir Road (FM 2098), Falcon Heights, TX 78545 as specified in the attached Statement of Work (SOW). Service period October 1, 20120 through September 30, 2021. 12 MO 005 Option Year Four. Provide Rodent and Pest Control Services for controlling mice/rat infestation for the IBWC Falcon Dam Power Plant. Located at 1 Reservoir Road (FM 2098), Falcon Heights, TX 78545 as specified in the attached Statement of Work (SOW). Service period October 1, 2021 through September 30, 2022. 12 MO TOTAL Refer to attached Statement of Work for description of the requirement to include dates and places of delivery, inspection, and acceptance. The destination for FOB Destination shall be the Falcon Dam Field Office. Evaluation of Offer – The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate Offers: Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance. Technical Approach - Contractor shall provide a two to three page narrative addressing the items in the SOW. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule. Past Performance - Contractor shall provide three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project. The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed at https:// www.sam.gov.
