- J&A for Extension The USCG has extended contract HSCG23-13-D-PMF003 for an additional six months. The requirements of HSCG23-13-D-PMF003 are to obtain complex program and technical support services for Security Assistance Project Support (SAPS). Support shall include comprehensive program support and financial analysis, engineering, industrial, technical, logistical, and transportation warehouse & training support services. These services all support the requirements of acquiring, storing, reactivating, repairing, overhauling, refitting, modifying, transporting, and transferring maritime vessels and boats and related materials to foreign maritime services. These efforts all support the USCG's Foreign Military Sales (FMS) Program by fostering international cooperation by allowing developing nations the chance to improve their own respective Coast Guards. HSCG23-13-D-PMF003 by six months. HSCG23-13-D-PMF003 and all of its options were fully competed at the time of award, except for the six-month option to extend services in accordance with FAR 52.217-8, Option to Extend Services (NOV 1999). FAR 52.217-8 was included in the contract's clauses at the time of solicitation and award, but a six-month extension was not competed during the solicitation phase. Because the six-month option to extend services was not competed, the USCG seeks to extend the contract through the previously cited option clause and on the basis of other than full and open competition.
