- The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for Bulkhead Replacement at the East Boat Basin of the Cape Cod Canal located in Sandwich, Massachusetts to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned, and Small Business concerns as described below. The NAICS code for this procurement is 237990. The project is planned to be issued on or about April/May 2018. The project will begin in the summer and fall of 2018 and is expected to take about nine months, including submittal approval. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. This project consists of completing the following tasks: -Install approximately 900 feet of steel sheet piles on the east side of the boat basin -Connect the new sheet piles to the existing dead men and tie-back rods - Cut off old sheet piles approximately 10 feet below grade -Construct sidewalks, railings and fender system -Relocate overhead electrical wires and lights -Site grading and drainage -Miscellaneous minor site work The East Boat Basin is located in Sandwich, Massachusetts on Cape Cod. The existing bulkhead system was installed in the 1980's and is in poor condition. There are sheet pile bulkheads on both sides of the harbor entrance. This project is to install a new sheet pile bulkhead system on the east side of the harbor entrance. The west side will be completed under a future contract. The existing sheet piles range from 50' to 70' in length. The new sheet pile system will be similar. Ancillary site work will include sidewalks, fenders, railings, drainage, site lighting, etc. The work will require use of large excavating equipment and pile driving equipment. Although much of the work can be done from the landward side, some work from the water side will be necessary. Due to working in a navigable waterway, there will be environmental restrictions and considerations. Interested firms should submit a capabilities package to include the following: business classification (e.g. HUBZone, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm's experience performing the work requirements stated above. The projects must have been performed within the last ten years. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications, if subcontractors are planned to be used. Proof of bonding capability is required. Responses are due February 16, 2018. Responses should be addressed to Alysha MacDonald and emailed to A lysha.macdonald@usace.army.mil. Responses are limited to twenty pages. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
