- Page 1 of 1 Notice of Intent to Sole Source Solicitation Number: 36E77618R0046 The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with TL Services, Inc., 4733 Kibler Road, Van Buren, AR 72956 for the procurement of an Energy Savings Performance Contract (ESPC) in support of the White River Junction, VT VA Medical Center under the authority of 38 U.S.C. § 8127(c), Veterans First Contracting Program, as implemented by FAR 6.302-5, Authorized or required by statute. TL Services, Inc. is verified as a Service Disabled Veteran Owned Small Business in the Vendor Information Pages and is on the Department of Energy (DOE) Qualified List of Energy Service Companies (ESCOs). DESCRIPTION OF REQUIREMENT: The purpose of this contract is to procure energy savings and facility improvements with no up-front capital costs or special appropriations from Congress to the White River Junction VA Medical Center. The scope of work includes design, construction, and installation of all ECMs as well as implementing capital improvements that reduce the consumption, energy usage intensity and other related costs from using energy. The Contractor will design, install, maintain, monitor, and arrange financing of a comprehensive utility and energy services conservation program. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before February 8, 2018 at 12:00 p.m. EST by email to kathleen.klotzbach@va.gov.
