Kennedy Federal Building Boston, MA 02203 Description An RFP will be issued for the continued Operation of the Westover Job Corps Center, in Chicopee, Massachusetts. Job Corps is a national residential and non-residential training and employment program, plus Outreach/Admissions and Career Transition Services that is administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations, Outreach/Admissions and Career Transition Services. The contract will have a 2-year base period, including one month transition, September 1, 2018 through August 31, 2020, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about February 8, 2018. It can be obtained from FedBizOps at https://www.fbo.gov. The average capacity for the center is 437 youth of which 208 are residential (237 males and 140 females) and 60 non-residential (40 males and 20 females). This contract includes the administration of Outreach and Admissions and Career Transitional Services. The Outreach and Admissions contract goals for recruitment anticipate 165 applicants will be enrolled. The Career Transitional Services contract goals anticipate 367 graduates and 214 former enrollees will be serviced. Westover Job Corps Center is located on 43 acres of land within the Chicopee, Massachusetts city limits, 3.5 miles north of downtown Springfield, Mass. The center is owned by the Department of Labor. The center was activated for Job Corps utilization in 1980. The original construction was in 1939 for military use as part of the Westover Air Force Base. However, the buildings occupied by Job Corps were constructed between 1945 and 2003. The property was transferred to the Department of Labor during the consolidation of the Westover Job Corps Center in three phases, in 1978, 1979 and 1981. The last parcel, transferred in 1981, is the now vacant south east area where the solar panel power system is located. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, before attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office responsible for the procurement. The successful contractor shall provide Outreach and Admissions, Career Transition Services, Academic and Career Technical Training, shall operate counseling & residential living programs, and provide the following support services: health services, processing of student records, a behavior management system, clothing issuances, and mail and legal services. The contractor shall also provide overall center management and administration as follows: Contract and personnel management, staff training, financial management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. Proposals in response to the RFP shall consist of a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than March 12, 2018 at 12:00 Noon (Eastern Time-local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
