- MF_R Services Draft PWS Request for Information MF-R systems services This Request for Information is being utilized for market research in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e). This is not a Request for Proposal, and the government does not intend to make an award on the basis of this RFI or otherwise pay for the information solicited herein. The Air Force Installation Contracting Agency (AFICA) is attempting to identify sources that may be capable of providing commercial services for the maintenance and repair of 16 Missile Facility Refueler (MF-R) systems for Air Force Global Strike Command (AFGSC). These AVGAS refueling systems are currently disbursed within the vicinity of Malmstrom Air Force Base (AFB), MT, F.E. Warren AFB, WY, and Minot AFBG, ND. The refueling systems are designed to refuel helicopters in the field. The government anticipates awarding a new five-year service contract with a period of performace that begins on 01 October 2018 with a 30 day transition period beginning 01 September 2018. The purpose of this contract will be to provide and perform full preventive maintenance inspection (FPMI) and repair as well as emergency repairs in accordance with equipment manufacturer's specifications/recommendations, industry standards, and Air Force Technical Orders. The contractor shall respond to service calls 24 hours a day/7 days per week (24-7) and perform periodic inspections, and be responsible for repair and replacement of all worn or failed components and parts- including those parts which have reached their life expectancy and are prone to fail. Replacement parts shall be fully compatible with existing systems. There is no contract to perform these services at the present time and maintenance is being performed by military personnel located at those military installations and missile fields where the refueling units are located. Therefore, there is no incumbent contractor. See attached document for more details.
