- SYNOPSIS Task Management Tool and Support Service In Support of F-35 Joint Program Office (JPO) Office of the Chief Information Officer (OCIO) The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to solicit, negotiate, and award a Firm Fixed Price contract to Accenture Federal Services (AFS), 800 North Glebe Road #300, Arlington, VA, 22203 for Task Management Tool (TMT) Software and Support Services in direct support of the F-35 JPO. The period of performance on this procurement will be one (1) year base period with four (4) one (1) year option periods for a maximum total performance period of five (5) years if all options are exercised. The primary place of performance is Arlington, VA. This acquisition is being pursued on a sole source basis under the statutory authority of 41 USC 1901(e), as implemented by the Federal Acquisition Regulation (FAR) 13.5 procedures, in that AFS is the only known company to provide the TMT software updates, patches, features, upgrades and technical support. TMT is offered by only one company - AFS. AFS has proprietary rights to the TMT software and products, and is the original equipment manufacturer has not authorized any resellers. Due to the constraints unique capabilities that TMT provides and the proprietary nature of the software the services can only be procured through AFS. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR. All packages received within 3 days after date of publication of this synopsis will be considered by the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. If no written response is received within fifteen days, a contract may be issued without further notice.
