Description
THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations; formal notices will be on http://www.fbo.gov website. GENERAL INFORMATION: NAVSUP FLC-Bahrain, which includes: Ports of KBSP in Bahrain, Aqaba in Jordan, Salalah and Duqm in Oman, Abu Dhabi, Jebel Ali and Fujairah in the UAE, and Jeddah, Saudi Arabia, is in the process of determining the acquisition strategy for a Stevedoring & Terminal Related Services (S&RTS) contract. The Government anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) basic contract under NAICS Code 488320. The size standard associated with this NAICS code is $38.5MIL. The Service Contract Act of 1965 will apply to this contract. All size firms are being looked at during our market research phase. Individual Task Orders (TO) will be awarded utilizing the terms and conditions of the basic contract. The Government is considering a Firm Fixed Price (FFP) pricing arrangement for the basic contract. Additionally, the Government is considering a 5-year contract for this service that may include a basic one year period and 4 one year option periods. Central Contractor Registration (CCR) will be mandatory for this contract (see CCR website at www.ccr.gov). Online Representations and Certifications Application (ORCA) will be mandatory for this contract (See ORCA website at www. bpn.gov). DUNS information will be mandatory for this contract. The Contractor shall provide stevedoring and related terminal services, sufficient qualified labor, gear and equipment and materials; to satisfy in connection with the movement of U.S. Department of Defense cargo at the Ports of KBSP in Bahrain, Aqaba in Jordan, Salalah and Duqm in Oman, Abu Dabi, Jebel Ali and Fujairah in the UAE, and Jeddah, Saudi Arabia. The general scope of Stevedoring and Related Terminal Services includes: • Vessel Loading/Discharging • Receipt/Disposition of Cargo • Packing/Re-packing of Cargo • Intra-Terminal Transfer of Cargo • Inland Transportation/Onward Movement of Cargo • Yard Management & Staging • Management Expertise • Customs Brokering • Logistics and Tracking • Washrack/Rinse Service Hours of Operation: The contractor may be required to perform services 24 hours per day, seven (7) days per week, 365 days per year to include all official holidays. The Government requests comments from interested parties to the following questions: 1. Has your company ever performed (prime or subcontractor) under a United States Government contract? Please indicate scope of contract work. 2. Is your company registered in the System for Award Management (SAM)? 3. Is your company, or its subsidiaries, headquartered in Bahrain? 4. What is your experience in providing management, labor, equipment, supplies, materials and other services necessary to perform Vessel Loading/Discharging, Intra-terminal Transfer, Yard Management & Staging and Washrack/Rinse Service at the Ports of KBSP in Bahrain, Aqaba in Jordan, Salalah and Duqm in Oman, Abu Dabi, Jebel Ali and Fujairah in the UAE, and Jeddah, Saudi Arabia.? Please note that experience refers to complexity as well as longevity. 5. What is your experience in providing management, labor, equipment, supplies, materials and other services necessary to perform Receipt, Disposition, Inland Transportation and Packing/Re-Packing of Cargo at the Ports of KBSP in Bahrain, Aqaba in Jordan, Salalah and Duqm in Oman, Abu Dabi, Jebel Ali and Fujairah in the UAE, and Jeddah, Saudi Arabia? Please note that experience refers to complexity as well as longevity. 6. What is your experience in providing customs clearance services? Has your company ever performed customs clearance for US Department of Defense cargo? 7. What is your experience in performing cargo tracking and reporting? Please note that experience refers to complexity as well as longevity. 8. Is your company registered with the Bahrain Chamber of Commerce to perform stevedoring, vessel loading/unloading, freight forwarding, trucking of freight or similar? Can your company provide proof/documentation of that registration? 9. Is your company a registered agent with the Ports of KBSP in Bahrain, Aqaba in Jordan, Salalah and Duqm in Oman, Abu Dabi, Jebel Ali and Fujairah in the UAE, and Jeddah, Saudi Arabia.? Please specify if your company is not registered at any of the indicated ports. 10. Can your company provide letters from the Port Authorities demonstrating your ability to perform S&RTS with the Ports of KBSP in Bahrain, Aqaba in Jordan, Salalah and Duqm in Oman, Abu Dabi, Jebel Ali and Fujairah in the UAE, and Jeddah, Saudi Arabia.? 11. Can your company transition required contractor-furnished equipment/materials and provide sufficient personnel to be fully operational within 30 days if awarded a contract for these services? 12. Does your company foresee any problems with meeting Bahraini Immigration or Labor Laws? If yes, please explain. 13. Does anyone from Iran, North Korea, Sudan or Syria own or have significant interest in your company? Does your company employ anyone from those countries? 14. Do your company's commercial contracts contain provisions for extending the term of the contract (e.g., yearly options)? 15. Do your company's commercial contracts contain provisions for extending services at the end of the contract (e.g., option to extend services)? 16.
