- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/far/52. The solicitation number is 140P8318Q0016 and the solicitation is issued as a Request for Quotation (RFQ). The NAICS code is 561730 with an associated small business size standard of $7.5 million. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. Also, you must be registered in the System for Award Management (SAM) website: https://www.sam.gov/. DESCRIPTION. Contractor shall provide crews, equipment and supplies for the treatment of noxious weeds for the National Park Service, Lake Roosevelt National Recreation Area (LARO) in the State of Washington. SCOPE OF WORK (SOW) See Attachment 2, Scope of Work. PLACE OF PERFORMANCE. All noxious weed treatment sites will be located within the boundaries of LARO. Refer to Attachment 3, 2018 Noxious Weed Management Areas for information on species, property roads, specific site locations and acreage to be treated. Site maps are also located in Attachment 4, MAPS. PERIOD OF PERFORMANCE (POP). The estimate Period of Performance is from "Date of Award" to September 30, 2018. SCHEDULE OF SERVICE. Treatment services should be performed in the spring time (April through May 2018), however, specifics on the schedule will be coordinated between the Contracting Officer's Representative (COR) and the contractor. US DEPARTMENT OF LABOR SERVICE CONTRACT LABOR STANDARDS (formerly known as the Service Contract Acct) WAGE DETERMINATIONS. For the purpose of providing a price schedule, Attachment 6, Labor Wage Determinations (WDOL) is applicable to the awarded contract. PRICE SCHEDULE There are a total of Twenty Seven (27) locations set up as Options to quote (The locations cover a total of 379.8 acres). The Government may choose to award One Option Location, One or more Option Locations or All 27 Option Locations. The prices quoted shall include all labor, materials and equipment in accordance with the Scope of Work, wage determinations and clauses and provisions necessary to complete the work herein. The unit of measure shall be in acres. All treatment sites are delineated into acre treatment units. Complete the attached Price Schedule in Attachment 5. ATTACHMENTS TO THIS SOLICITATION. There are a total of seven (7) attachments. Attachment 1 is the SF-18 with the full Combined Synopsis/Solicitation, Terms and Conditions and Clauses, Attachment 2 is the Scope of Work, Attachment 3 is the 2018 Noxious Weed Management Areas, Attachment 4 are the Maps, Attachment 5 is the Price Schedule, Attachment 6 is the Wage Determinations and Attachment 7 is the LARO Herbicide Application Log.
