- Request for Information Ruggedized Standalone High Definition Display This Sources Sought Notice is a Request for Information (RFI) ONLY and should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Army Contracting Command - New Jersey on behalf of the Project Manager Crew Served Weapons (PMCSW), located at Picatinny Arsenal, NJ, is seeking information from organizations that possess a Ruggedized Standalone High Definition Display. Standard mountable panel displays are the primary interest of this request for information though responses for single eye helmet-mounted displays may be considered. Information is being sought for Ruggedized Standalone High Definition Display that are currently available and can meet the following criteria: • Video Inputs: DisplayPort, HDMI, and/or DVI • 1280x960 pixels or greater • Display size between 10 to 17 inches (diagonal) • Standalone not requiring any separate modules to function (example: processor modules) • Ruggedized for use in military environmental conditions o Operating temperature: -50 degrees Fahrenheit to 140 degrees Fahrenheit Potential sources are requested to submit, at a minimum, the following information. Information papers can be submitted in a white paper format and/or a technical specifications datasheet. Responses should be limited to no more than 10 pages. Ruggedized Standalone High Definition Display Description: Provide the description of the Ruggedized Standalone High Definition Display. Characteristics: • Part number(s) • Video input interfaces present o Specify standard version for each (example: DisplayPort version 1.2)  - Exceptions to video standards, if any • Screen resolution (horizontal pixels by vertical pixels) • Colors • Refresh rate • List input resolutions supported • Scaling details o Behavior when different ratio input (black bars, stretching, etc.) • Latency/Lag times o Input lag time o Response time (specify black-to-white or gray-to-gray) • Video feedback, if applicable (i.e. information communications that can be used to monitor/identify the status of whether video is present on display) • Controls/Modes o Brightness adjust, if applicable o Blackout mode, if applicable • Whether night vision imaging system (NVIS) compatibility (reference MIL-STD-3009) • Luminance levels • Viewing angle (horizontal and vertical) • Screen size • Dimensions • Weight • Power requirements o Include whether MIL-STD-1275E compliant • Mechanical mounting interface details • Electrical connector type: military standard versus commercial standard o If military standard, provide connector part number and pinout • Audio details, if applicable • Reliability • Environmental specifications o Operating temperatures o Storage temperatures o Vibration o Shock o Submergence/water tightness o Thermal shock o Drop test o Altitude o Sand/dust o Electromagnetic compatibility o Etc. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by identifying the following items: 1. Company Name 2.
