- Page 1 of 1 The National Cemetery Administration is soliciting offers under solicitation number 36C786-18-R-0142. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238320. Painting and Wall Covering Contractors, Business Size Standard is $15.0 million. Project Description: Contractor shall furnish all labor, material, equipment, and supervision to remove the existing corroded coating from the aboveground irrigation water distribution main pipeline, flanges, fittings, and appurtenances; prepare the surfaces and apply new corrosion protection coating system at Houston National Cemetery, Houston, TX 77038, in accordance with the contract statement of work as specified and per applicable industry standards and codes. NOTE: 1. Qualifications of Coating Contractors: All Contractors and Subcontractors that perform surface preparation or coating application shall demonstrate qualifications by providing proof of current certification in the following standards promulgated by The Society for Protective Coatings (SSPC): SSPC QP 1, Standard Procedure for Evaluating Qualifications of Painting Contractors, (Field Application to Complex Industrial Structures), 1998 with Revisions 2012. SSPC QP 2, Standard Procedure for Evaluating the Qualifications of Painting Contractors, (Removal of Hazardous Coatings from Industrial/Marine Steel Structures), 2009. 2. Experience of Coating Contractors: The Contractor must demonstrate with their technical proposal experience of their company or their subcontractor with at least three (3) steel protective coating projects of similar size over the past five (5) years. Each contract submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress. The Government will not consider a contract that is less than 50% complete or an effort that concluded more than 5 years ago. There will be an Official Site Visit established in the solicitation, no other visits to site will be accepted. Contract period of performance will consist of Sixty (60) calendar days, after issuance of Official Notice to Proceed (NTP). Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Technical Approach to Complete Statement of Work & Qualifications; (2) Past Performance; and (3) Price. NOTE: Performance and Payment Bonds are required. Electronic solicitations will be available for download from http://www.fbo.gov on or about January 31, 2018. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 1:00 P.M. EST on March 1, 2018. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
