Integrative Epidemiological Studies Statement of Work Pre-Solicitation Notice: N02CP81000-87 Contracting Office Address Department of Health and Human Services National Institutes of Health (NIH) National Cancer Institute (NCI) Office of Acquisitions 9609 Medical Center Drive, Room 1E612, MSC 9705 Bethesda, MD 20892-9705 Note: This synopsis follows a Sources Sought notice that was released on November 20, 2017 under HHS-NIH-NCI-SBSS-ETSB-1000-87 THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL BE ISSUED ON A LATER DATE. Title: Integrative Epidemiological Studies Description: The National Cancer Institute (NCI), Integrative Tumor Epidemiology Branch (ITEB) advances the understanding of cancer etiology and progression through integrative analyses of environmental and germline risk factors with comprehensive data on histological and molecular profiling of tumors and their precursors, including somatic genomic analyses. The branch also develops methods to support this cutting-edge research. ITEB employs molecular pathology, somatic and germline genomics, and epidemiology to identify environmental and germline risk factors for cancer. The ITEB research program includes case-control, cohort, family, and cross-sectional studies. Investigators in the branch also participate in and contribute to national and international organizations and consortia to promote research on environmental risk factors and the germline and somatic contribution to cancer etiology. They conduct studies using tissue imaging, digital pathology, automated image analysis, and molecular/genomic analyses of tissues to comprehensively characterize features of normal, precursor and tumor tissues. Branch members and their collaborators develop and use computational tools to integrate and analyze high-dimensional data to link germline and environmental exposures to molecular features of cancer and precursor lesions, including somatic genomic signatures of risk factors, particularly those with high attributable risk. This non R&D support services contract is essential for ITEB to conduct high-impact epidemiologic studies that integrate quantitative exposure assessment and molecular epidemiology to provide new insights into cancer etiology, chemical carcinogenesis, and mechanisms of action. The National Cancer Institute NCI/ITEB requires the assistance of an organization highly experienced in providing technical support for occupational and environmental epidemiologic studies, including support for exposure assessment and molecular components, and coordination of activities related to genome-wide association studies (GWAS); and in conducting and simultaneously managing concurrent, multiple, large (including international) epidemiologic investigations of cancer etiology. The project will require a contractor to perform the following tasks: Task 1: Initial Transition Task 2: Study Initiation and Liaison Task 3: Preparation of Study Materials and Procedures Task 4: Subject Identification, Selection, and Tracing Task 5: Interview and Abstracting Data Collection Task 6: Specimen Collection, Processing, and Shipment Task 7: Preparation Task 8: Computer Programming and Data Processing Task 9: Study Monitoring, Quality Control, and Reporting Task 10: Final Transition: The NCI seeks a continuation of services to be acquired through full and open competitive procedures under RFP #N02CP81000-87. It is anticipated that a cost-reimbursement, level of effort, type contract with a base period of nine (9) months, four (4) option periods of one (1) year each, and one (1) option period of three (3) months; may be awarded beginning on or about December 7, 2018. The Government anticipates that one (1) contract will be awarded. The RFP will be available electronically at a later date and may be accessed through the FedBizOpps website at www.fbo.gov.
