SOURCES SOUGHT 36C24718Q9020 Alaris System Device and System Manager Services THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for Alaris System Device and Manager Services on behalf of the Department of Veterans Affairs, Ralph H. Johnson VA Medical Center located in Charleston, South Carolina. The purpose of this sources sought is to locate any possible businesses that are able to provide Alaris System Device and Manager Services as described in the Statement of Work below. If your business and/or company qualify as stated above and are interested in participating please provide the following information via email to Jeffrey.West3@va.gov. No telephone responses will be accepted. Capabilities Statement that demonstrates experience and abilities in Alaris System Device and Manager Services. Past Performance from similar types of services in form and function no more than 3 years ago up to current day. Past Performance must show experience in Alaris System Device and Manager Services as described in the Statement of Work below. Include references from completed service contracts for similar services. Must provide proof of any certifications required to perform the required services. Must provide a letter stating you are interested in this requirement and would like to consider providing an offer if a solicitation is advertised. All required information listed above must be provided by February 5, 2018 no later than 4:00 p.m. (Eastern Standard Time). STATEMENT OF WORK Alaris System Software Management Services A. Contract Requirements Title of Project: Software Management Services for Alaris System Level 3 Purpose: The Healthcare Technology Management Service (HTM), Ralph H. Johnson VA Medical Center (RHJVAMC), requires Software Management Services (SMS) for the Alaris System to obtain the most current versions of software for the Alaris PC Units, modules, Guardrails Editor, CQI Reporter and the Alaris Systems Manager server. The current version of Alaris Systems Manager installed at the RHJVAMC is past its end of life support date. The version of the PC Units will reach end of life December 31 2018. Period of Performance: Base Year 1 March 2018 - 28 February 2019 Option Year 1 1 March 2019 - 29 February 2020 Option Year 2 1 March 2020 - 28 February 2021 Option Year 3 1 March 2021 - 28 February 2022 Option Year 4 1 March 2022 - 28 February 2023 Place of Performance: Ralph H. Johnson VA Medical Center 109 Bee St Charleston, SC 29412 Scope of Work: Contractor shall offer Alaris System device and Alaris Systems Manager software, services, and support, including: Enhancements to the Alaris Systems Manger server and upgrades to the most current software version Technical telephone support Access to pharmacy consults via phone or email Real-time remote monitoring of Alaris Systems Manager, ensuring system uptime, health, and optimization Remote installation of server system patches, at least once per month, when patches are available On-site updates to the Alaris System to install the newest versions on each PC Unit Field service engineers shall be on site one day for every 80 PC Unit owned by the RHJVAMC, with a minimum of 3 days each year. Clinical on-site RN support on the use of the Alaris System, minimum of one 8-hour day each year Contractor shall provide enhancements of the Guardrails Suite MX software and the Alaris Systems Manager. The RHJVAMC shall be provided the most current version of software, enabling the same functionality as a new Alaris System installation. Contractor shall provide Knowledge Portal for insusion technology and Infusion Analytics Services, including: Web-based access to comprehensive infusion data Quarterly Infusion Analytics Services data reports with remote analyst view Access to Clinical Infusion Data Consultants via phone and email Monthly web-based refresher training for infusion data Tuition for two attendees for the data workshops B. General Requirements Hours of Work: This contract is a full-service contract to include all necessary support calls and services, five (5) days per week, between the hours of 8:00 AM and 5:00 PM, Monday through Friday, excluding Federal Holidays. Reporting: For services that will be performed during normal working hours, the contractor must report to the HTM Service, G200 or by telephone at 843-789-7396, and while on station an identification badge shall be worn at all times. After all work is completed, the contactor must again report by telephone to the HTM Service and provide a complete report of services performed. Payment of invoices may be delayed if the appropriate reports are not properly completed and submitted to the Healthcare Technology Management Service as required above. Remote Access: The contractor shall comply with all VA Office of Information and Technology security requirements. The contractor shall follow through on all requirements to utilize a National Site-to-Site VPN or individual contractor VPN accounts. Failure to maintain this access by the contractor may result in termination of the contract. Information Security: The contractor and their personnel shall be subject to the same Federal laws, regulations, standards and VA policies as VA personnel, regarding information and information system security. These include, but are not limited to Federal Information Security Management Act (FISMA), Appendix III of OMB Circular A-130, and guidance and standards, available from the Department of Commerce s National Institute of Standards and Technology (NIST). This also includes the use of common security configurations available from NIST s Web site at: http://checklists.nist.gov To ensure that appropriate security controls are in place, Contractors must follow the procedures set forth in VA Information and Information System Security/Privacy Requirements for IT Contracts located at the following Web site: http://www.iprm.oit.va.gov/Security_and_Privacy_Requirements_for_Contractors.asp INFORMATION SYSTEM HOSTING, OPERATION, MAINTENANCE, OR USE: For information systems that are hosted, operated, maintained, or used on behalf of VA at non-VA facilities, contractors/subcontractors are fully responsible and accountable for ensuring compliance with all HIPAA, Privacy Act, FISMA, NIST, FIPS, and VA security and privacy directives and handbooks. This includes conducting compliant risk assessments, routine vulnerability scanning, system patching and change management procedures, and the completion of an acceptable contingency plan for each system. The contractor s security control procedures must be equivalent, to those procedures used to secure VA systems. A Privacy Impact Assessment (PIA) must also be provided to the COTR and approved by VA Privacy Service prior to operational approval. All external Internet connections to VA s network involving VA information must be reviewed and approved by VA prior to implementation. All electronic storage media used on non-VA leased or non-VA owned IT equipment that is used to store, process, or access VA information must be handled in adherence with VA Handbook 6500.1, Electronic Media Sanitization upon: (i) completion or termination of the contract or (ii) disposal or return of the IT equipment by the contractor/subcontractor or any person acting on behalf of the contractor/subcontractor, whichever is earlier. Media (hard drives, optical disks, CDs, back-up tapes, etc.) used by the contractors/subcontractors that contain VA information must be returned to the VA for sanitization or destruction or the contractor/subcontractor must self-certify that the media has been disposed of per 6500.1 requirements. This must be completed within 30 days of termination of the contract. Medical devices and other equipment or systems containing media (hard drives, optical disks, etc.) with VA sensitive information must not be returned to the vendor at the end of lease, for trade-in, or other purposes. The options are: Vendor must accept the system without the drive; VA s initial medical device purchase includes a spare drive which must be installed in place of the original drive at time of turn-in; or VA must reimburse the company for media at a reasonable open market replacement cost at time of purchase. INVOICES: Payment shall be made upon receipt of a properly prepared detailed invoice, prepared by the Contractor and submitted through Tungsten Network (formerly known as OB10) http://www.tungsten-network.com/us/en/. A properly prepared invoice shall contain: Invoice Number and Date Contractor s Name and Address Accurate Purchase Order Number Supply or Service provided Period Supply or Service Provided Total Amount Due b. TERMINATION FOR CONVENIENCE: In accordance with FAR 52.212-4 (l) The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. 8. RECORDS MANAGEMENT LANGUAGE FOR CONTRACTS: The following standard items relate to records generated in executing the contract and should be included in a typical Electronic Information Systems (EIS) procurement contract: Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor shall deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents shall be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Shallful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules.
