- Sources Sought-FY18 Guajataca Dam Sluice Gate Replacement. This market survey is for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS OR INVITATION FOR BIDS. THERE WILL BE NO CONTRACT AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The purpose of this announcement is to gain knowledge of interest, capabilities and qualifications of all firms interested in participating in the competition to compete and perform a firm-fixed price best-value construction contract. The Government will not pay for any information provided as a result of this market survey. The U.S. Army Corps of Engineers, Jacksonville District is planning to solicit/award a contract to experienced source(s) capable of removing and installing a cast iron sluice gate mounted to a concrete structure, submerged in approximately 60 feet of water at the Guajataca Dam in Puerto Rico. Contractors would be required to furnish all plant, labor, divers, materials, and equipment for performing the removal and replacement. The work consists of a single contract, to remove the existing sluice gate, manufacture, acquire, and install a new cast iron seating-head sluice gate of approximate dimensions of 4 ft x 5 ft. A stainless steel stem approximately 80 feet in length would connect to the gate, stem guides would be installed on the structure to support it, and a rising-stem pedestal operator which includes a portable electric operator would be installed in the top of the intake tower. The gate would be removed and replaced in the wet with a dive team. All interested, capable, qualified and responsive contractors are encouraged to reply to this sources sought announcement. The Government is requesting interested contractors to furnish the following information: (1) Company name, address, point of contact, telephone number, and e-mail address; (2) Type of Business Other Than Small, Small Business, HUBZone, 8(a), Service Disabled Veteran owned (SDVOSB), and Economically Disadvantaged Women (EDWOSB) owned Small Business firms; (3) State your firm's bonding capacity as of the date of your response. All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. (3) Provide no more than five (5) references of the most recent and similar contracts with commercially qualified divers as per EM 385-1-1 Section 30 Diving Operations, performed within the last ten (10) years of work same/similar in nature. Similar projects include installing sluice gates in the wet. Include name, address, telephone number, and e-mail address of references. Also provide a brief description of the work performed, contract number, total contract value, and period of performance. Include any If you have experience working with USACE performing contractual dive work and writing and diving under EM 385-1-1 Accident Prevention Plans and Diving Plans please provide that information as well. Submission of information should be limited to not more than five (5) pages. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. i.e HUBZone, Service-Disabled Veteran-Owned, Women-Owned, 8a) small business concern.. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $36.5 million. The total estimated magnitude of this project will be between $1-$5million.
