- RFIs_and_Responses__Round 1 QUESTIONS_AND_ANSWERS_-_UPSTATE,_NY_IDIQ_REQUIREMENT__Sol___GS-02-P-17-PV-D-0001_- Pre-Proposal Conference 1-23/2018 Powerpoint Presentation GSA527-15b.pdf Amendment No 2 The General Services Administration (GSA), Northeast Caribbean Region (Region 2), announces an opportunity for Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts (MAC) for Repair and Alteration construction services supporting Government owned and leased facilities. The services will be on an as needed basis, for a term of one (1) base year plus four (4) options years, which can be exercised at the Government's discretion. Individual task orders will be limited to projects between the micro-purchase threshold and $150,000.00 with the aggregate Maximum Order Limitation (MOL) for all task orders under the IDIQ contract not to exceed $10,000,000.00 for the total five-year term. The minimum guarantee for each contract will be $2,000.00 and will only apply for the base year. Contractors must submit a proposal/quote for all task orders in order to be eligible for the minimum guarantee. This award shall be a total small business set-aside, reserved for up to five (5) each, for Service Disabled Veteran Owned Small Businesses (SDVOSB) and five (5) each for HUBZones. Up to ten (10) total IDIQ awards will be made off of the solicitation for the following Government owned and leased facilities located in Upstate, NY: East Zone: North Upstate and Albany •North Upstate includes counties of Jefferson, St. Lawrence, Franklin Clinton, and Essex. •Albany includes counties of Hamilton, Warren, Washington, Fulton, Saratoga, Schenectady, Rensselaer, Albany, Schoharie, Rensselaer, Delaware, Greene, Columbia, Sullivan, Ulster, Dutchess, Orange, Putnam, and Rockland. West Zone - Syracuse and Buffalo •Syracuse includes counties of Lewis, Oswego, Oneida, Herkimer, Oneida, Onondaga, Cayuga, Madison, Otsego, Chenango, Cortland, Cayuga, Tompkins, Tioga, and Broome. •Buffalo includes counties of Niagara, Erie, Chautauqua, Cattaraugus, Wyoming, Genesee, Orleans, Monroe, Livingston, Allegany, Steuben, Ontario, Wayne, Seneca, Schuyler, Chemung. This acquisition will be 100% SET-ASIDE for small business concerns. The North American Industrial Classification System (NAICS) code for this procurement is 236220. The small business size standard for NAICS Code 236220 is an average annual gross sales/receipts for the last three years of $36,500,000.00. The Scope of R&A services under this acquisition is to provide general repair and alteration services to Government Owned and Leased facilities. Task order requirements may include but are not limited to: General construction, painting, carpeting, walls and framing, demolition, carpentry, HVAC, electrical work, ceilings, and plumbing. Specific line items will be described in the solicitation. The procurement method that will be implemented for this project will be in accordance with FAR Part 15.1 - Source Selection Processes and Techniques. This is a competitive acquisition, utilizing the Lowest Price, Technically Acceptable approach (LPTA) under FAR 15.101-2. The process states only the proposals that are found technically acceptable shall go to the next stage, which will be price. The Pre-Proposal Conference for this solicitation has been scheduled for January 23, 2018, at 11:00 AM EST. This Pre-Proposal conference shall be held via Meeting Space / teleconference. All those firms interested in attending must provide the names of the attendees to the Contract Specialist listed below by the COB, January 22, 2017. The Closing Date for receipt of proposals has been extended to February 06, 2018 at 4:00 PM EST.
