- This amendment includes a revised SOW, Q&A, Revised SIR. Due date is now 2/14/18. Proposals already submitted may be revised. _________________________ This revision impacts due date only. Due date is now 1/31/18. All other references to imbedded due dates are also changed. Questions/answers must be addressed before this SIR can be completed. ______________________ The Federal Aviation Administration (FAA), AJW-E15O-OPS Infrastructure Eng South, has a requirement for the Replacement of the VEGA towers for the JRT MALSR at Tampa International Airport, Tampa, FL. The Contractor shall provide all labor, materials (unless noted otherwise in the contract documents), and specialized equipment as necessary to perform the work described within the Statement of Work/Specifications. It is anticipated that a Firm Fixed Price (FFP) type of construction contract will be awarded as a result of this solicitation. ALL QUESTIONS REGARDING THE PROJECT/SPECIFICATIONS/PLANS MUST BE RECEIVED IN WRITING TO: van.ctr.nicholson@faa.gov NO LATER THAN 5:00 P.M. CST ON 12 January 2018 TO ALLOW FOR RESPONSES TO BE PROVIDED PRIOR TO DUE DATE FOR RECEIPT OF PROPOSALS. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror. Site visit instructions can be found in (Section L, 3.2.2.3-63 Site Visit (Construction). Proposals must be emailed to van.ctr.nicholson@faa.gov no later than 5:00 p.m. CST on 22 January 2018 and must contain 6973GH-18-R-00041 as part of the email subject line. Any responses received after the submission date and time, shall not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of submittal vendor's response may be determined ineligible. As the FAA does not utilize sealed bidding contracting techniques, a public bid opening will not be held. This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and/or submission of proposals. The following notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individual, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
