Description
SSA SOURCES SOUGHT ANNOUNCEMENT The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources to support the Wounded Warrior Regiment (WWR), Warrior Athletic Reconditioning Program (WAR-P) CONTRACTING OFFICE ADDRESS: Regional Contracting Office - National Capital Region, Marine Corps Base Quantico, Virginia 22134 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Wounded Warrior Regiment (WWR) is seeking information for potential sources for support services by a Contractor to provide track and field event management services on 19-20 March 2018, to provide all timing and officiating support needed to execute a successful adaptive track and field competition on base at Camp Lejeune, NC. Track and field event management services to provide: USA Track and Field (USATF) certified timing and official services for 100m, 200m, 800m, 4 x 100m relay, and 1500m track events and all five (5) categories within each event, ensuring each event is run according to USATF rules and regulations, and manage the official start time for each race using a USATF certified starter, manage all timing services to include entering athlete data in to timing system, running timing system, and generating results for each athlete on-site. For the field completion three officials per throwing platform are needed to accurately judge and score each sitting and standing shotput and discus event. The contractor shall set up the venue to ensure all the start and finish lines are marked accurately and the track and field equipment and venue is set up according to USATF standards to include marking each track lane appropriately creating a single finish line point for each event and category, and checking fencing and turf to verify that it is suitable for safe competition. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Anticipated Timeframe: March 19, 2018 through March 20, 2018. Place of Performance: Wounded Warrior Regiment, Camp Lejune, NC. REQUIRED CAPABILITIES: The WAR-P supports the WWR's mission by providing adaptive reconditioning activities and programs such as Trials, Games, and Camps to Wounded, Ill, and Injured (WII) Marines throughout the year. WAR-P also provides access to specialized equipment, professional coaching, and the opportunities to attend various adaptive sport camps and competitions. The WAR-P staff will execute the 2018 MCT in Camp Lejeune, North Carolina in March 2018. This event will have up to 325 WII Marine athletes training and competing in nine different sports to include: Archery, Cycling, Track, Field, Shooting, Sitting Volleyball, Swimming, Rowing and Wheelchair Basketball. The MCT will commence on 15 March, 2018 and conclude on 24 March, 2018. The intent of this Sources Sought is to assess the industry's ability to provide race timing official that is USATF certified that will time Wounded Warrior Regiment's 2018 Marine Corps Time Trials. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 813990 - Other Similar Organizations (except Business, Professional, Labor, and Political Organizations) Athletic associations, regulatory; however, offerors are encouraged to suggest other applicable NAICS codes To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing SSN/RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
