THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION The purpose of this Sources Sought Announcement is for Market Research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. The NAICS for this requirement is NACIS 541612 Human Resources Consulting Services; Services: Employee Assistance Program (EAP) Consultant Services for 3,100 employees of the VA San Diego Healthcare System (VASDHS). General Requirements: The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 22, has a requirement and is seeking services of a qualified organization/institution or qualified professional counselors, hereinafter referred to as the Contractor, who shall provide these services to the cited employees with the oversight of the designated Human Resources Representative at the VA San Diego Healthcare System (VASDHS). The objective of the EAP is to address such problems in the quickest, least restrictive, most convenient, and cost efficient manner while strictly respecting the confidentiality between the VASDHS and the Contractor s counseling staff. For additional details of the service requirements, please see the attached DRAFT Statement of Work (SOW). The Period of Performance for this service if for a base year and four (4) one year option period, which may begin approximately February 15, 2018. Interested and capable Contractors should respond to this notice not later than 1/31/2018 @ 10:00 AM (PDT) by providing the following via email only to Soledad De La Torre, Contract Specialist, at Soledad.Delatorre@va.gov. This notice is neither a request for competitive proposal or solicitation of offerors. This notice is to assist the VA in determining sources only and a solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services, VA will set aside the underlying solicitation per 38 U.S.C. §8127.   All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Please submit a capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described within the SOW.
