Description
SOURCES SOUGHT SYNOPSIS: This is a request for information/market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. The purpose of this sources sought notice to provide the Illinois Farm Service Agency with (1) lien searches of UCC-l's and UCC-3's, continuations and amendments; (2) searches for Federal tax liens, and (3) filings of UCC-1's, UCC-3's, Addendums and Amendments filed at the Illinois Secretary of State's office. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS for this notice is 519130. This Sources Sought encourages maximum participation of interested Small Business companies. Prior Government contract work is not required for submitting a response under the sources sought synopsis. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice is solely within the discretion of the Government. The United States Department of Agriculture (USDA) Acquisition Management Division (AMD) proposes to award a stand-alone vehicle to one or more vendors with capabilities in (1) lien searches of UCC-l's and UCC-3's, continuations and amendments; (2) searches for Federal tax liens, and (3) filings of UCC-1's, UCC-3's, Addendums and Amendments filed at the Illinois Secretary of State's office. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) Company name, address, DUNS Number, and point of contact with phone number, and e-mail address; (2) Type of business (i.e. Large Business, Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business (SB), etc.) for the assigned NAICS 519130; (3) Detailed information showing specifications of the tentative proposed product anticipated to meet the requirements of the USDA. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. (4) GSA Contract Number (if applicable) (5) A positive statement of your firms intent to submit a proposal in response to a solicitation for this project; (6) If company is, or will be, part of a joint venture, state names of joint venture members and their business size(s). (7) Explain how your firm will be able to efficiently and effectively perform this task. Each response shall be reviewed by the Contracting Officer/Specialist for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible small businesses. All information furnished to the Government in response to this notice will be used for review purposes only. In any joint venture or teaming arrangement the firm must qualify as a Small Business in accordance with NAICS code 519130 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least fifteen (15) percent of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(c)(3) - Limitations on Sub-contracting, or subsequent clause for your specific socioeconomic category. Responses must be submitted to this office in writing, by email no later than 4:00 PM EST on Friday, February 02, 2018.
