- The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors the Government s intent to execute a Single Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), with Johnson Controls, Inc (JCI) 507 E. Michigan St M-93, Milwaukee, WI 53202. This requirement is to provide follow-on emergency repair services to the VA Loma Linda Healthcare System (VALLHS) York Chiller number 2, 3, and 4. Initially Chiller number 1 sustained significant damage and repaired under contract number VA262-17-P-7372. As all four (4) chillers work in tandem, these chillers also sustained similar damages. Subsequently, testing and inspection was conducted on chillers 2, 3, and 4 and determined significant repairs are required. This is detrimental to the operation condition of VALLHS and requires immediate repair to bring Chiller number 2, 3, and 4 back to full operations. The proposed period of performance will be from 2/1/2018 through 4/38/2018 and repairs will include, but not limited to the following: Repairs to York Chiller 2, 3, and 4 Chiller 2: Model - YKM2MRH9-CWGS / Serial Number: SNDM700130 Chiller 3: Model - YKM2MRH9-CWGS / Serial Number: SNDM537130 Chiller 4: Model YKKPK4H9-CXG / Serial Number: SMWM782220 Chiller 2 requires plugging of eight (8) tubes that are defective on the condenser side Chiller 3 will require re-tubing of 48 defective tubes on the condenser side. All three (3) Chillers will require epoxy coating to prevent corrosion. All three (3 Chillers require disassembly of water piping and end bells. Start-up chillers and verify operations are within specifications and standards. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 2/1/2018. The place of performance is as follows: VA Greater Loma Linda Healthcare System, 11201 Benton St, Loma Linda, CA 92537. The North American Industry Classification System (NAICS) for this requirement is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The Small Business Administration size standard for this sector is $7.5 million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
