- The U.S. Army Corps of Engineers Rock Island District is seeking businesses that can provide the following: Peoria and LaGrange Locks and Dams Composite Wicket Gates. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal or quote or an invitation for bid. Particularly, the purpose of this NOTICE is to gain knowledge of potential businesses interested and capable of performing this work. NAICS CODE: 326199 SIZE STANDARD: 750 Employees ESTIMATED FABRICATION RANGE: $1M - $3M. POINT OF CONTACT: Responses are to be sent via email to Contract Specialist, Liz Dennison at elizabeth.a.dennison@usace.army.mil no later than 2:00 apm Central Time on Friday, February 9, 2018. DESCRIPTION OF WORK: The contract includes the design, fabrication, and supply of fiber reinforced polymer (FRP) composite wicket gates for the Peoria and LaGrange Locks and Dams located on the Illinois River. The composite wicket gates shall be manufactured with a vacuum assisted resin transfer molding process. The composite wicket gates will need to meet the fits and function of the current wooden wicket gates as used at the locks and dams. The Peoria wicket gate size is 197 inches long and 46 inches wide with a thickness of 9 inches. The LaGrange wicket gate size is 179 inches long and 46 inches wide with a thickness of 9 inches. There are 108 wicket gates at Peoria and 109 wicket gates at LaGrange. The gates will need to be designed to meet the physical and engineering properties specified within the contract. The composite wicket gates will need to be compatible with the existing steel hardware used on the current wooden wicket gates. The primary composite materials must be commercial grade E-glass fibers and vinyl ester resin. Other resin additives such UV inhibitors, fillers, or pigments are permitted to meet requirements such as color and environmental protection. Upstream surface and edges will need to have protection for impact durability and abrasion resistance using ultra-high molecular weight polyethylene (UHMWPE) sheeting. The composite wicket gates are to be custom design and built items. Other than the steel hardware, the composite wicket color shall be yellow. SUBMISSION DETAILS: All interested, responsive and responsible businesses are encouraged to participate in this market research by emailing the required information below to the point of contact listed above. Interested businesses must be registered in the System for Award Management (SAM) Database at www.sam.gov at time of award. Email submissions are required. Interested businesses shall include the following information to be considered for market research purposes: 1. Company name, address, and cage code 2. Business Size for the proposed NAICS and accompanying size standard. 3. A point of contact to include a phone number and email address. 4. Capabilities Statement indicating the contractor can meet the requirements. A potential Contractor must demonstrate through experience, references, contract lists, or reports, they possess relevant resources and capabilities for the following items: • Qualification of Supplier: The Supplier shall demonstrate experience in the fabrication of large-scale FRP structures using a vacuum assisted resin transfer molding process. Specifically, the wicket gate supplier shall meet the following requirements: 1. The Supplier shall include how long they have been in business. 2. The Supplier shall provide the number of years of experience in the fabrication of large (projects similar in size and scope of this requirement) of FRP structures using the vacuum assisted resin mold transfer process. 3. The Supplier shall have provide examples of successfully fabricated projects to include who the customer was and what size of project. 4. The Supplier shall employ an FRP engineer experienced with the design and detailing of FRP structures to supervise the preparation of shop drawings and other submittals. The FRP engineer shall meet the following requirements: a. Include the number of years of experience of the FRP Engineer with the design and detailing of FRP structures. b. Please describe the FRP Engineer's experience with the vacuum assisted resin transfer molding process of fabricating large FRP structures. c. Please provide examples of the FRP Engineer's experience working or consulting on other large scale FRP structures utilizing sandwich panel construction. • Please describe experience with finite element analysis verification of composite gate design to validate gate meets required engineering properties and structural performance. • Please provide input to the accuracy of the proposed NAICS code of 326199 for this procurement. • Delivery of the composite wicket gates may be by truck or barge to the Illinois Waterway Project Office, 257 Grant Street, Peoria, Illinois 61603; Illinois Waterway River Mile ~162.4 on the Illinois River; ~Coordinates: 40o37'54.84"N 89o37'29.52"W.
